Job Description

Responsibilities and Accountabilities

1.Team Management and Supervision:

  • Lead and supervise a team of CBI Assistants, providing guidance, mentorship, and capacity building.
  • Develop work plans and assign tasks to team members, ensuring alignment with project objectives.
  • Monitor the performance and workload of CBI Assistants, providing regular feedback and conducting performance evaluations.
  • Foster a collaborative and respectful work environment, promoting teamwork and accountability.

2. Cash Assistance Program Implementation:

  • Plan and coordinate the delivery of cash assistance, including cash for shelter and cash support for host families.
  • Ensure the accuracy and completeness of beneficiary data and support the verification process.
  • Prepare payment lists and necessary documentation for cash disbursement.
  • Coordinate with finance and logistics units to ensure smooth and timely cash transfers.
  • Monitor the distribution of cash assistance, ensuring compliance with IOM standards and protection principles.

3. Planning and Coordination:

  • Develop and maintain a detailed activity plan for cash assistance, including schedules for distribution and post-distribution monitoring.
  • Coordinate with internal and external stakeholders, including local authorities, partners, and other humanitarian actors, to ensure efficient implementation.

4. Monitoring, Reporting, and Documentation:

  • Maintain accurate records of all cash assistance activities, including beneficiary data, payment logs, and feedback.
  • Conduct Post-Distribution Monitoring (PDM) to evaluate the impact of the assistance and gather feedback from beneficiaries.
  • Prepare periodic reports, including achievements, challenges, and recommendations.
  • Ensure that data collection and reporting are conducted with accuracy and in compliance with data protection standards.

5. Other Duties:

  • Perform any other related duties as assigned to support the effective functioning of the CBI program.

Responsibilities

Required Qualifications and Experience

EDUCATION

  1. A secondary school diploma or equivalent with six years of professional experience is required, or
  2. A bachelor's degree in a relevant field such as international development, social sciences, or management with four years of professional experience.

EXPERIENCE

  1. Minimum of 2 years of experience in coordinating and implementing humanitarian programs, including cash transfers, vouchers, and cash-for-rent activities, to support vulnerable communities affected by conflict, displacement, and natural disasters.
  2. Experience conducting community sensitization activities and supervising and training field staff to ensure the effective and efficient implementation of the programs, including the timely and accurate distribution of cash and the proper documentation of beneficiaries.
  3. Experience monitoring and evaluating the impact of the programs, coordinating and liaising with other humanitarian actors, and preparing and submitting regular reports to donors and management.
  4. Experience in project management or other relevant subject, with knowledge and training in team management, or equivalent combination of education, training & experience.
  5. Experience in the use of innovative approaches to cash-based interventions is highly desirable.
  6. Knowledge of the humanitarian sector and the principles of accountability, transparency, and protection.
  7. Strong analytical, communication, and interpersonal skills, as well as the ability to work under pressure and in a team.

  4. Proficiency in Microsoft Office, including Word, Excel, and Outlook, with the ability to use technology and software to enhance the quality and efficiency of work.
  5. Knowledge of shelter and rental subsidy activities is highly desirable.
  6. Strong financial management skills, with the ability to manage administrative and financial documentation/reporting related to the programs and to comply with the donors' requirements and standards.

IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in Creole and French is required (oral and written).

DESIRABLE

Good knowledge of English is desirable.
