Job Description

Under the overall supervision of the Head of operations in Haiti and the direct supervision of the the Shelter-NFI-DRR Project Manager; the Project Associate  will be responsible and accountable for supporting activities related to Shelter,NFI and DRR.  

 

Responsibilities

Responsibilities and Accountabilities

 As part of the follow-up of construction or repair activities :

  1. Technical Site Assessments
  • Conduct regular site visits to support assessing the condition of shelters and verify the extent of damage or construction progress.
  • Support coordination with local authorities and partners to access relevant sites.
  • Verify the assessment covers key shelter components like structural integrity, roofing, walls, sanitation facilities, and access to water.
  • Provide a comprehensive evaluation of shelter needs and deficiencies based on IOM's Shelter Minimum Standards.

2. Preparing Technical Reports

  • Prepare detailed technical reports following each site assessment, including photographic documentation, findings, and recommendations.
  • Highlight critical repairs needed, compliance with safety standards, and any deviations from the project scope.
  • Ensure reports are submitted to the supervisor promptly for decision-making.

3. Bill of Quantities (BoQ) Preparation

  • Prepare accurate BoQs following site assessments, detailing the materials, labor, and resources required for shelter repair or construction.
  • Ensure that BoQs include specific details regarding material quality, quantities, and any additional services required.
  • Collaborate with the Procurement Unit to ensure that BoQs align with IOM's procurement processes and local market standards.

4. Ensuring Compliance with Shelter Minimum Standards

  • Monitor that all shelter repair or construction activities comply with IOM’s Shelter Minimum Standards and other relevant humanitarian standards.
  • Verify that the work is being carried out using appropriate materials and methods to ensure the safety and durability of shelters.
  • Conduct spot checks to guarantee compliance with the standards during construction phases.

5. Support the Shelter Unit in All Shelter-Related Activities

  • Assist the Shelter Unit with the planning, implementation, and monitoring of all shelter-related activities, including emergency response, reconstruction, and capacity building.
  • Provide technical input to strategic planning and facilitate that shelter interventions are integrated into wider disaster risk reduction efforts.
  • Assist with logistical arrangements for shelter distributions or community training sessions.

6. Collaboration with Contractors

  • Regularly visit sites with contractors to monitor the implementation of construction and rehabilitation works.
  • Monitor that contractors are adhering to contract specifications, including timelines, materials, and labor force management.
  • Document interactions with contractors, including any changes to the scope of work, and report issues that arise to the supervisor.

7. Procurement Process and Contract Management

  • Support the procurement process by ensuring that technical specifications and BoQs are clearly defined for contractors and suppliers.
  • Participate in contractor selection and support fair and transparent procurement practices.
  • Monitor the execution of contracts, including compliance with terms, quality control, and progress milestones.

8. Monitoring and Evaluation

  • Conduct regular monitoring and evaluation of shelter projects to track progress, compliance, and impact on affected populations.
  • Collect and analyze data to assess the efficiency and effectiveness of shelter interventions.
  • Provide feedback to improve future shelter programs and contribute to lessons learned documentation.

Qualifications

Required Qualifications and Experience

EDUCATION

  • High School diploma with five years of relevant professional experience, or 
  • University degree in Civil Engineering, Architecture or related field, or an equivalent with three years of relevant experience.  

EXPERIENCE

  1. Minimum of three years of relevant professional experience in construction monitoring, shelter rehabilitation support, and/or emergency shelter management.
  2. Experience in preparing technical reports, Bill of Quantities (BoQs), and construction assessments.
  3. Familiarity with IOM administrative procedures and project cycle management, including coordination with the Procurement Unit.
  4. Proven track record of contractor support and quality assurance in shelter construction/rehabilitation projects.
  5. Experience working with humanitarian organizations or in complex emergency settings, especially in shelter or disaster risk reduction sectors.
  6. Experience in conducting monitoring and evaluation of shelter projects is an asset.

SKILLS

  1. Strong ability to assess shelter needs and propose technical solutions within a humanitarian context.
  2. Competency in technical reporting and the development of clear and detailed BoQs.
  3. Ability to coordinate with diverse stakeholders, including contractors, local authorities, and humanitarian partners.
  4. Excellent communication skills, particularly in presenting technical information to non-technical audiences.
  5. Proficiency in using engineering and construction software such as AutoCAD and google SketchUp, as well as basic IT tools (e.g., MS Office).

 

Languages 

REQUIRE
