Organizational Setting
The FAO Representation in Libya is responsible for the development, promotion, supervision, and implementation of programmes and strategies jointly prepared with the Government in the areas of food, agriculture, and rural development. It also maintains strong relationships with a wide range of stakeholders, including government institutions and financial and technical partners.
This position is focused on development support and project implementation.
Reporting Lines
The expert will work under the overall supervision of the FAO Representative in Libya, the direct supervision of the Land and Water Technical Officer, and the Project Coordinators. The position will contribute to cross-cutting efforts to strengthen national capacities in climate change adaptation and mitigation, support institutional coordination, and advance climate-resilient development planning in line with national and international frameworks.
Technical Focus
The mission focuses on providing technical and operational support for climate-resilient development in agriculture, water, and food systems in Libya. It emphasizes climate change adaptation and institutional capacity-building in coordination with national and international frameworks. The role involves close collaboration with stakeholders to implement, monitor, and report on development projects.
Tasks and responsibilities
• Provide technical and operational support for the implementation and monitoring of projects and activities.
• Support the Preparation of work plan for projects activities
• Draft technical reports on project deliverables, concept notes, and project proposal documents.
• Review consultant reports to ensure compliance with terms of reference and specifications prior to submission for LTO approval.
• Capitalize on existing and emerging information to develop knowledge products and tools that ensure the sustainability of acquired knowledge.
• Organize training workshops and meetings with relevant partners.
• Support effective working relationships with all stakeholders.
• Perform any other related tasks as may be assigned.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in climate science (master minimum), environmental sciences, agricultural climatology, natural resource management, or a related field.
• At least 5 years’ experience in climate change adaptation ideally with a focus on agriculture, water resources, or food systems in Libya
• Working knowledge of English and Arabic.
• National of Libya or resident in the country with a regular work permit.

Technical/Functional Skills
• Excellent understanding of national and regional climate policies, climate risk assessments, and their intersection with agriculture, water, energy, and food security strategies.

• Excellent writing skills and ability to synthesize.
• Experience working with UN agencies is an advantage.
