Safeguarding Implementer

(location: MSF-OCA offices)

Objectives of the position

You are responsible to support  country programs with the implementation of the safeguarding framework across MSF OCA operations  so that safeguarding is an integral part of MSF OCA’s work. 

Main responsibilities 

  • Collaborate with country program leadership to assess the current state of Safeguarding within the program, including testing the newly developed Safeguarding Self-Assessment tool. 

  • Based on the self-assessment, focus group discussions, consultation with relevant departments (Public Health Department, Operations), help identify Safeguarding priorities and an action plan for the country program, leveraging your expertise in the field. 

  • Build support and buy-in for the Safeguarding action plan, taking into account the specific local context and challenges. 

  • Provide clarity on roles, responsibilities, and processes, and identify when tools or approaches require customization. 

  • Train program leadership on their responsibilities in the implementation and execution of Safeguarding initiatives.

  • Support monitoring the progress of Safeguarding efforts, offering ongoing support and guidance to program leadership. 

  • Anticipate potential issues and assist program leadership in identifying solutions to maintain alignment with the plan. 

  • Share feedback and insights from your experiences to improve Safeguarding strategies and tools throughout OCA. 

  • Operate primarily in the countries of operation, working closely with local teams (Up to 50%). 

Candidate Profile

 

  •  A minimum of 3 years of experience in a role demonstrating key competencies relevant to safeguarding, e.g. risk assessment, protection assessments, community engagement, or complaint management.

  • Strong community engagement experience, including conducting community consultations, focus group discussions (FGDs), and participatory assessments;

  • Experience supporting or implementing safeguarding-related work such as child protection, gender-based violence, or raising Code of Conduct awareness;

  • Excellent facilitation skills, with confidence in delivering workshops to senior management in country;

  • Excellent interpersonal skills;

  • Ability to regularly travel to humanitarian contexts up to 50% of time;

  • Excellent verbal communication and training skills;  

  • Fluency in English and French are required; 

  • Prior MSF experience with an understanding of our operational context is required;

  • Experience in departments such as Health Promotion, Community Engagement, Human Resources, Nursing, Mental Health, Psychosocial Support, or Project Coordination/Operations is highly valued.

We offer

When based in The Netherlands: 

•    An employment contract for one year with the option for renewal for 40 hours a week (100%) based on satisfactory performance; 

•    A gross monthly salary between €3,734 and €5,153 a month depending on relevant work experience, based on a fulltime appointment;
