Objetivos de la Consultoría
Desarrollar, coordinar, implementar y monitorear las acciones de una estrategia de gestión financiera de riesgo en Cuba con apoyo de PMA.
Actividades a ser desarrolladas:
En coordinación con ESEN en el perfeccionamiento del producto Seguro+Resiliente en apoyo a los sistemas alimentarios, la capacitación en su uso a beneficiarios y funcionarios de ESEN y el monitoreo de los indicadores de este producto, en los proyectos de PMA. Trabajar con ESEN en el seguimiento a las mujeres entrenadas como agentes de seguros, y continuar el monitoreo de los indicadores y desarrollando esta iniciativa. Trabajar con ESEN para el desarrollo de una propuesta de proyecto para desarrollo de seguros paramétrico y la búsqueda de financiamiento que lo respalde. Impulsar y apoyar la constitución del equipo nacional de gestión financiera de riesgo con las instituciones cubanas relevantes, su capacitación y el desarrollo de una estrategia financiera de riesgo, incluyendo desarrollo de propuestas de macro y meso seguros alineadas con las políticas nacionales de reducción de riesgos de desastres. Asesorar en la elaboración de las propuestas estratégicas que contribuyan a la financiación de las actividades de esta area. Coordinar con otras áreas de PMA la integración de las actividades, sobre todo con el área de Preparación y Respuesta a Emergencias, así como con Protección Social, además de Sistemas Alimentarios. Sistematizar los procesos y resultados y contribuir a su divulgación. Elaborar cualquier otro documento, informe y/o recomendaciones que sea requerido.
Competencies required: Sólidos y amplios conocimientos de gestión financiera de riesgos. Conocimiento del sistema de seguros en Cuba. Buen conocimiento del enfoque de sistemas alimentarios, incluyendo temas de planificación, administración y gestión.
Minimum Qualifications
Educación:
Graduado universitario en finazas, economía, y/o similares disciplinas relevantes.
Experience:
Cinco años de graduado con experiencia profesional en seguros y gestión financiera de riesgos. Esta experiencia debe haber sido adquirida total o mayoritariamente en Cuba.
Desirable Knowledge and Skills: Experiencia en el uso de MS Word, MS Excel, MS PowerPoint y otros software del PMA; conocimiento de las reglas y regulaciones administrativas de PMA, y las políticas y procedimientos del PMA para el área de trabajo. Conocimientos comprobados sobre el uso del teclado y mecanografía.
Conocimientos:
Sólidos y amplios conocimientos de análisis del financieros y seguros.. Conocimientos avanzados de informática, incluyendo al menos las habilidades intermedias en procesamiento de textos basado en word, hojas de cálculo y bases de datos. Conocimiento práctico de las estadísticas básicas. Un buen conocimiento del sistema de seguros cubano en todas sus facetas, incluyendo su administración y gestión.
Idioma: Conocimiento práctico (Competencia / nivel C) y fluidez en el lenguaje oral y escrito del español. Conocimiento básico de Ingles.
