Organizational Setting

The main aim of FAO Country Office, headed by the FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition; to help develop the agricultural, fisheries and forestry sectors; and to use their environmental and natural resources in a sustainable manner. FAO Kyrgyzstan assists the Government of the Kyrgyz Republic to develop policies, programmes and projects to address the root causes of hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. FAO participates in the development and implementation of field projects in the sectors of food security, agriculture and rural development. This requires the integration within the broader framework of sustainable food and agriculture that aims at increasing production and productivity, addressing climate change, and managing natural resources; and enhance rural livelihoods.
The Government of the Kyrgyz Republic has issued a Resolution of the Cabinet of Ministers of the Kyrgyz Republic on "Preparation and Conducting the Agricultural Census in the Kyrgyz Republic in 2025" dated 19.03.2024 №122. The agricultural census is one of the large-scale activities of state importance and in accordance with the Law of the Kyrgyz Republic on "Official Statistics" and the abovementioned Decree, the National Statistical Committee (NSC) carries out the organization and coordination of the census, processing and publication of the final data.
At present, the NSC has done a lot of work to prepare for the upcoming agricultural census and has drafted census questionnaires, methodological guidelines for their completion, etc. This will be also the first Agricultural Census (AC) conducted via Computer Assisted Personal Interviews (CAPI). Pilot agricultural census in several villages of Osh and Chui oblasts was done in November 2024 to test the census tools, methodology, and organizational support of the census.
Based on an official request from the NSC, FAO will provide technical assistance in preparation for the agricultural census with the involvement of international and local experts on the methodology and capacity building of the staff, through this project.


Reporting Lines

The National Specialist on CAPI and data processing, under the technical supervision of the FAO Regional Statistician and the International Consultant on CAPI and data processing, and with the operational supervision of the FAO Representative in Kyrgyzstan will have the followings tasks\:


Technical Focus

Support the design and customization of the CAPI system for the agricultural census in the Kyrgyz Republic, ensuring alignment with national requirements and FAO standards.


Tasks and responsibilities

• Assist in the development and testing of digital questionnaires and data entry applications using appropriate software;
• Support the development and maintenance of the CAPI software in accordance with the final version of the agriculture census questionnaire, in consultation with the Government and the International Consultant on CAPI;
• Provide training and technical support to national staff and enumerators on the use of CAPI tools and digital data collection procedures;
• Monitor and troubleshoot data collection processes during fieldwork, ensuring data quality and timely resolution of technical issues;
• Support the development of data processing protocols, including validation, cleaning, and tabulation procedures;
• Support the coordination with national stakeholders to ensure smooth implementation and integration of CAPI tools into the broader census/survey framework;
• Prepare technical documentation and progress reports on CAPI implementation and data processing activities.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

• Relevant university degree in statistics or informational systems/technologies
• 5 years of experience in agricultural economics, statistics or IT
• Working knowledge of Russian and Kyrgyz is required.
• National or Resident of the Kyrgyz Republic.

• Ability to organize and facilitate technical meetings, conferences and workshops.
