Position Summary

The Sr. Technical Officer supports the Global Capability Lead for Agency Partnerships and Complementary Initiatives (Capabilities 4&5) to drive the development and execution of these capabilities within CI’s programmatic change model “Child Path”. This role supports the creation and implementation of a global framework for agency-level partnerships, and socio-ecological initiatives to enhance the well-being of children and youth through supportive environments. This position provides technical assistance to CI agencies (country offices), with a focus in the Latin American region, to design and scale these program capabilities successfully through service leadership and collaboration.  

Responsibilities

  1. Strategy Development and Support
    1. Support the development and implementation of local strategies that align with global standards and the Child Path model, while considering each unique context and collaborating with local partners and agencies
  2. Capability Management:
    1. Ensure clear, well-documented, and effective capability processes globally and across agencies, prioritizing and delivering this capability as planned in the Child Path organizational roadmap.
    2. Ensure effective use of data and metrics to monitor execution and evaluation outcomes, in collaboration with monitoring and evaluation staff, and ensure Child Path milestones are met within this capability. 
  3. Partnership Management Capability (Connect children and youth to opportunities through partnerships)
    1. Support the development of a Partnership Management lifecycle process for agency partnerships, including “right fit” guidelines, and ability to adjust between larger and smaller partnerships, and diverse types of partnerships.
    2. Support the development and training of a partnership management system to include all agency level partners including safety net partners to be documented and managed through shared standards. 
    3. Develop comprehensive toolkits and resources based on global guidelines to assist agencies in collaborating with their partners at the agency level and offer on-demand support to agencies for cultivating and managing local partners. 
  4. Complementary Initiatives Capability (Address risks facing children and youth by collaborating with families and community institutions):  
    1. Identify areas of influence within the socio-ecological model (families and community institutions) that are relevant to child and youth development and compliment the developmental opportunities CI provides. 
    2. Provide resources and tools to support agencies to assess issues within families and communities impacting young people and ways to collaboratively address them. 
    3. Support agencies by developing complementary intervention strategies focused on the family and local community institutions (i.e., health equity strategy).  
    4. Collaborate closely with Strategic Partnerships and Global Philanthropy to identify possible funding opportunities, create proposals, generate donor reports, and ensure alignment across areas and joint efforts related to agency partnerships and complementary initiatives.
  5. Stakeholder Management:
    1. Create and facilitate Communities of Practice on relevant topics related to agency partners and local initiatives to facilitate best practice sharing across agencies and serve as a key liaison for these program capabilities with stakeholders, especially agencies in Latin America
    2. Communicate progress of capability to stakeholders, address any issues that arise, and manage expectations. 

Personal Characteristics & Qualifications

  •   Bachelor’s degree required, advanced degree in a relevant field preferred (e.g., International Development, Public Health, Education). 
  •   Minimum of 7 years of professional experience in program development and management within an INGO context. 
  •  Excellent communication and interpersonal skills, with proficiency in English and Spanish. 
  •   Proven track record of technical leadership in a global or regional capacity in areas related to health, education, community development, or caregiver engagement.  
  •  Experience managing grants related to budgeting, donor reporting, proposal writing and M&E frameworks is highly desirable.  
  •   Strong analytical and problem-solving skills, with the ability to make sound judgments and decisions. 
  •  Demonstrate ability to influence diverse teams in a multicultural environment.
  •    Willingness to travel internationally as required, up to 30-45 nights/year.
