The Office Administration and Incheon Metropolitan City (IMC) Liaison Officer, reporting to the Manager of General Services within the Department of Corporate Services, will be responsible for advancing the service and performance objectives of the Office Administration and IMC Liaison Officer workstream within General Services (GS). 

 

Position Objective

 

The Office Administration and Incheon Metropolitan City (IMC) Liaison Officer, reporting to the Manager of General Services within the Department of Corporate Services, will be responsible for advancing the service and performance objectives of the Office Administration and IMC Liaison Officer workstream within General Services (GS). 

 

The Office Administration and IMC Liaison Officer will be accountable for ensuring that: 

  • The relationship between GCF-General Services and IMC, as well as the Incheon Free Economic Zone Authority (IFEZA), the K-Twin Tower and the International Business Square (IBS) Tower building administrations is continually bound and functional, notably for building administration and orientation with Korea, and assures the continued provision of IMC Liaison Officers. 
  • Administration, including Department correspondence management, VAT exemption processing, Board visa support, procurement of supplies, and reception oversight, is complete and of high standard. 
  • The IMC Internship Program is continuously developed to ensure meaningful growth for participants and assure the continued provision of IMC Interns.  

 

The Office Administration and IMC Liaison Officer will work in a multi-disciplinary team composed of internal and external personnel. Workstreams within General Services with convergent responsibilities include facilities and maintenance; facilities’ projects; Host Country liaison; personnel onboarding experience; and orientation with Korea. 

 

The Office Administration and IMC Liaison Officer will be expected to lead on this workstream with a level of autonomy commensurate to years of experience and technical specialization. Some travel may be required to oversee the setup of the workstream in regional offices; some out of office hours availability shall be required in support of Board Meetings. 

 

Purpose 

 

  • Apply specialized knowledge to inform the development of workstream administrative guidance  and processes. 
  • Execute with precision the processes related to VAT exemption and Board visa support, liaising with the Ministry of Foreign Affairs’ Seoul liaison point or Korean Embassies abroad, as needed. 
  • Lead on the development and oversight of the IMC Internship Program, ensuring meaningful opportunities for Internship participants and cultivating the GS-IMC-local University nexus. 
  • In accordance with GCF guidelines on correspondence management, lead as externally-facing GCF first contact, including through ownership of the Secretariat email account. 
  • As contract owner and advanced end-user, oversee the regulated procurement of office supplies through the Lyreco platform (or the platforms of other vendors that may be used in the future) in alignment with the needs of different functions and events. 

 

Engagement

 

  • Serve effectively as primary liaison point for IMC and IMC-affiliates, including but not limited to IFEZ, IBS, K-Twin and local universities, ensuring the accurate and articulate communication of positioning and response. 
  • Leverage the position as primary liaison to identify opportunities of mutual interest and benefit, providing in this way improvements to, and additional services through, the Office Administration and IMC Liaison workstream. 
  • Inform the improvement of related GS workstreams, particularly personnel onboarding, through access and GS ownership of third-party service providers for housing and hotline.  
  • Serve as the externally facing GCF first contact in a manner that exemplifies GCF values. 
  • Communicate with and inform important internal stakeholders, including senior management and Board Affairs, on the regulations and processes that guide incoming visas for travel to Board Meetings and VAT exemption applications.  
  • Collaborate with Procurement and all requesting personnel as contract owner for Lyreco and similar vendor platforms.  

 

Delivery

 

  • As needed, accurately generate visa support letters and deliver any associated written or verbal correspondence to Korean Embassies abroad and/or the Ministry of Foreign Affairs in Seoul.  
  • In strict adherence with the process defined by the Ministry of Foreign Affairs, ensure the timely processing of VAT exemption requests for all applicable personnel.  
  • Develop, deliver and continually improve an IMC Internship Program that becomes an important pillar of GS-IMC collaboration and assures the ongoing provision of IMC Interns. 
  • Serve as first approver of all office supply orders, approving against the criterion defined both contractually and in conjunction with Procurement.  
  • Facilitate the procurement of other office requirements, such as signage and consumables. 
  • Manage corporate correspondence accurately and in adherence with internal guidelines. 
  • Continually increase and contribute with specialized knowledge through active learning.  

 

Requirements (Education, experience, technical competencies required of the job)

 

  • Advanced university degree (Master’s degree) in Administration, Supply Chain or a relevant field. A Bachelor’s degree with additional 2 years of relevant experience may be accepted in lieu of the Master’s degree requirement. 
  • A minimum of four (4) years of relevant experience. 
  • Certifications in administration, diplomatic protocol or procurement are a strong advantage. 
  • Fluency in English and Korean is essential; knowledge of a United Nations language is an advantage.
