Mission and objectives

UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources, working with them on their own solutions to global and national development challenges.

UNDP in Mozambique supports the Government of Mozambique to achieve sustainable development, create opportunities for empowerment, particularly for women and the most vulnerable, protect the environment, deal with disasters and build resilience, establish strategic partnerships; to improve the quality of life for all citizens.

Context

The United Nations Development Programme (UNDP) Mozambique Country Office (CO) is part of the United Nations system working to support the country’s development agenda. Its overall aim is to ensure that people attain a better standard of living through sustainable development. In order to achieve this goal, UNDP works through two Planning instruments namely, UNDP works through two support plans, one developed and implemented along-side other UN agencies, named the United Nations Sustainable Development Cooperation Framework (UNSDCF) and the other, more UNDP specific, named the Country Programme Document (CPD). Both plans are developed and implemented in coordination with the Government, civil society and development partners, and are anchored on the Global Development Agenda, also known as the Sustainable Development Goals (SDGs) with the target date of 2030.

The current period of UNSDCF and CPD implantation cycle is from 2022 to 2026.The employment and Youth National UN Volunteer Expert will be part of the with the Governance and Social Cohesion Unit team. He/she will provide expert substantive advisory support to the Youth and Employment Portfolio, work in a collaborative matter with other CO portfolios and Accelerator lab and support in the UNDP’s coordination role on Human Rights and Governance related field within the framework of the UNSDCF

Task description

Under the supervision of Head of Governance and Social Cohesion Unit and Youth and Employment Portfolio lead and in direct coordination with the Accelerator Lab focal point on Youth portfolio, the Employment and Youth National UN Volunteer expert will:

• Provide timely strategic technical advice and appropriate technical assistance on youth employment to the portfolio lead and respective team
• In direct consultation with the supervisor, manage the youth employment portfolio activities in line with the Portfolio document and undertake day-to-day responsibilities for its successful
implementation.
• Lead the establishment of / setting up of a data management tool on youth employment to be used by various stakeholders.
• Familiarize him/herself with the overall development and labor market policies, youth and
employment development priorities, including existing labor market programs and cooperation in the field of supporting youth and employment generation between government institutions, UN agencies, donor partners, CSOs, private sector and the overall business community.
• Follow up and conduct supplementary research and other actions required to implement potential projects whose activities will contribute to achievement of portfolio intent and actions.
• Ensure that gender considerations (and women empowerment) are effectively mainstreamed and disaggregated by gender data collection throughout activities.
• Design relevant TORs and technical specifications for calls for bids and proposals, process
documents and, in consultation to the portfolio lead, coordinate and oversee work quality and
progress of engaged individual consultants and company services, whenever needed.
• In consultation with the team lead, coordinate the organization of the portfolio platform and conduct various events including roundtable meetings, discussions, workshops, fairs, exhibitions and training.
• Coordinate the data collection and lead the formulation and timely submission of various portfolio reports within UNDP, as well as to other stakeholders like government, development partners, UN agencies, private sector or any other party to the portfolio platform
• Support the team lead in the facilitation of and engagement with UN partners and others within the framework of the UNSDCF
• Perform other duties and responsibilities in the scope of current post.
