Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Ukraine by signing an agreement with the Government to set up a Project Office that will facilitate and expand the provision of technical and humanitarian assistance to the country’s most vulnerable communities, especially in rural areas.

Ukraine joined FAO in 2003 and since 2015 the Organization has been operating in two strategic directions\: emergency humanitarian response in conflict-affected oblasts and agricultural development across the whole country. Following the outbreak of the war in Ukraine in February 2022, FAO has scaled up its activities in the country to support agricultural production and food systems with the aim of protecting the food security of vulnerable households and communities across Ukraine.

This role is based full-time, in office in Kyiv, Ukraine.

Reporting Lines

Under the overall supervision of the Designated Responsible Officer/Head of Office in Ukraine and direct supervision of the Head of the Food Security and Livelihood Cluster Coordinator, and in close coordination with other colleagues dedicated to Information Management activities, and across other Units.


Technical Focus

The Information Management Specialist is one of the core Food Security and Livelihood Cluster (FSLC) Coordination team members and plays a vital role in collecting, analyzing, and sharing information that is important for the cluster stakeholders to make informed, evidence based and strategic decisions on 1. Food security needs and geographic areas of affected populations 2. Mapping location and activity of Food Security and Livelihood actors 3. Identifying key gaps in activity/program coverage and response overlaps 4. Mapping existing capacity (human, material, financial) to be utilized in support of the identified response needs 5. Monitoring and reporting of the response against the HNRP and other set indicators.


Tasks and responsibilities

• Support the HNRP preparation\: provide data for FSL indicators (based on JIAF); together with FSLC-CC, and along with IMWG, analyse the severity of needs and define PiN
• Support the development, together with the FSLC-CC and in consultation with cluster partners, of the coordination of FSLC response plans, strategy and logframe (e.g. HNRP);
• Support FSLC-CC in creating and monitoring FSLC HPC online system for project submission;
• Proactively gather information from FSLC partners and other organizations which may be of use in ensuring informed decision-making processes;
• Develop and maintain database about FSLC partners’ activities, analyse and process the data, and share final information and products (dashboards, maps, etc.) with FSLC partners. Ensure that data is collected and presented in a way consistent with the FSLC objectives
• Ensure financial monitoring for cluster response activities (check OCHA FTS);
• Conduct secondary data review, compile an inventory of available assessments and provide FSLC partners with a list of available information/data with respective sources on a regular basis (e.g. common Cluster / Sector data sets, including population data disaggregated by age and sex, assessments and other surveys such as MSNA /CFSAM/SMART, IPC);
• Create and maintain Contact directories and mailing lists;
• Maintain updated gFSC country and the FSLC Ukraine Humanitarian Response webpages with all relevant material;
• Conduct capacity building for FSLC partners on IM (e.g. on monitoring / reporting formats, project submission, excel use);
• Contribute to the development of reports (Sitreps, Bulletins, newsletters) by providing the FSLC-CC with data and information;
• Assist in organizing FSLC Meetings and working groups (if applicable);
• Together with the FSC-CC, support gFSC initiatives, e.g. CCPM (Cluster Coordination Performance Monitoring), global cluster annual overview, global dashboards, etc;
• Liaise with OCHA and IM Focal Points in other clusters, and attend IM Working Group meetings or other relevant WG meetings – share information as appropriate;
• Perform any other tasks as requested by the supervisor.

Minimum Requirements

• University Degree in GIS, Computer Science, Information Technology, Data Management or any other related fields with focus on development of web applications for data management, GIS, analysis and data dissemination
• At least three years of relevant experience in data management, analysis, GIS and visualization
• Working knowledge (Level C) of English and Ukrainian
• National of Ukraine

Technical/Functional Skills

• Knowledge of GIS, mapping, statistics and data analysis.
