Organizational Setting and Reporting Relationship

The Senior Financing Partnerships Assistant is assigned to the Partner Funds Division within the Climate Change and Sustainable Development Department (CCPF/CCSD). You will be based at our Headquarters in Manila, Philippines.

You will report to Director, CCPF, and/or Designated International Staff.




Your Role

As a Senior Financing Partnerships Assistant, you will provide administrative and operational support in the fund management and administration of the High-Level Technology Fund (HLT Fund) and assist in other Japan funded CCPF-managed trust funds. You will also provide administrative and operational support to improve ADB’s financing partnerships policies, guidelines, and practices, comply with financing partners’ requirements, submit required reports per the relevant cofinancing agreements or framework, produce and execute the various knowledge products and services (KPS) activities of the funds and maintain bank-wide systems and data on trust-fund specific operations. The incumbent will also support CCPF with strategic and project activities as required from time to time.




You will:

Under the guidance of senior staff, work independently on all or a combination of the following tasks and/or clearly defined areas, depending on the assignment/instructions from supervisors and at the incumbent’s workplan:

1. Funds Mobilization

  • Prepare accurate data on the funds’ portfolio and reports for consideration by financing partner’s future contributions and maintain contribution record of existing Japan funds available for utilization.

2. Knowledge Product and Services and Visibility

  • Assist in organizing and producing knowledge products and events to enhance visibility of the HLT Fund through cooperation with various stakeholders and other user departments/program partners and update and maintain various trust-fund specific databases and fund website.

3. Trust Funds Administration

  • Provide procedural support and input in policies/guidelines/procedures review of the fund to be proposed for approval by the Steering Committee and the financing partners and disseminate those policies and procedures to the user departments and program partners.
  • Prepare accurate trust-fund level reports (as per requirements stipulated in the trust fund framework agreement) and assist in the fund-level administration including on the production of the annual and progress reports, monitoring project-level disbursements/expenditures including Direct Charge, information database, and audit exercise in coordination with the relevant departments within ADB and the financing partners.

4. Processing/Implementation

  • Review proposal for completeness check and facilitate the proposal processing for funding consideration.
  • Process proposals for funding consideration and monitor its implementation through coordination with project teams and participate in discussion with project teams.

5. Collaboration/Integration

  • Provide input in various CCPF and other CCSD-wide events and activities and collaborate with various ADB clients including Resident Missions/Regional Offices to feed into the OneADB approach; provide data to ADB corporate-level documents, as required.

6. Coordination, Logistics and Administrative Support

  • Assist in the delivery service to financing partners by responding to their concerns and requirements, such as organizing meetings and report queries, while also providing relevant information to other departments.
  • In-charge of Mission travel coordination and arrangements in accordance with ADB procedures, meeting arrangements, maintain the central team files under an efficient taxonomy for easy retrieval; and prepare team materials for various business purposes.
  • Ensure that all correspondence and documents are compliant with ADB's standards, all incoming mail is logged, properly distributed, and brought to the attention of concerned staff, and that all outgoing mail is delivered on time.


Qualifications

You will need:

  • Bachelor’s degree in business administration, finance, banking, accounting, economics, or the related fields.
  • At least 5 years of relevant professional experience relating to trust-fund level work, project processing, and administration work.
  • Knowledge of ADB's grant cofinance portfolio and trust funds operations.
  • Knowledgeable in ADB's operations, including sovereign lending products and modalities, grants and technical assistance, operational procedures, policies, cofinancing products and financing partnerships facilities.
  • Knowledge of ADB systems including the Consultant Management System and the Cofinancing Database. Proficiency in ADB standard software programs, database and website management, and other information technology platforms and systems is an advantage.
  • Ability to research and organize important information, analyze, and communicate effectively and succinctly in writing.
  • Excellent written and verbal communication skills in English is required.
  • Interpersonal skills and working together within the team and with the external clients are particularly required.

Additional Information

This appointment is open to internal and external applicants.

Selected applicants will be subject to a one-year probationary period.

This position is funded by a temporary funding source High-Level Technology Fund (HLT Fund) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff’s particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff’s performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
