CIMMYT is seeking a dynamic, self-motivated, and service-oriented professional for the position of IRS Global Mobility Specialist & HR Partner to work in the Operations Chapter in Human Resources Department.

 

The positions will be based at CIMMYT’s headquarters in Texcoco, near Mexico City.

 

Specific duties:

HR Partnership:

  • Act as the primary HR contact for IRS, ensuring a positive, compliant, and well-supported international assignment experience.
  • Collaborate with program leaders to plan and execute international assignments, identifying and resolving process inefficiencies.
  • Prepare competitive and equitable salary offers aligned with internal benchmarks and candidate profiles.
  • Conduct onboarding and benefits briefings for international hires and their families.
  • Contribute to the development and continuous improvement of global mobility policies and practices.
  • Partner with Talent Management and Training teams to support the development and career progression of IRS.
  • Participate in IRS recruitment processes as needed.
  • Maintain proactive communication with IRS and stakeholders throughout the assignment lifecycle.

 

  Global Mobility Operations:

  • Ensure compliance with immigration, tax, social security, and corporate tax regulations across international assignments.
  • Manage the financial aspects of assignments, including salary structuring, income calculations, and compensation reporting.
  • Lead onboarding and offboarding processes for international staff.
  • Identify opportunities for automation and process improvement in collaboration with HRIS and IT teams.
  • Resolve complex stakeholder issues and develop strategic, compliant solutions.

 

  C. HR Administration and Compliance:

  • Oversee monthly payroll submissions to the Payroll and Benefits Vendor (AIARC) and address related queries.
  • Review and approve IRS expense reports and reimbursement requests in line with policy.
  • Ensure accurate billing and vendor management for services such as relocation, travel, and housing.
  • Manage consultancy contracting and onboarding/offboarding for assigned portfolios.
  • Support IRS with leave management, housing, and education benefits.
  • Maintain an accurate master list of IRS staff and dependents.
  • Ensure timely and accurate processing of IRS allowances and benefits.

 

  • The selected candidate must have a minimum of 10 years of experience in global mobility, international HR, or related fields, with strong knowledge of immigration, tax, and social security compliance.
  • The selected candidate must have a bachelor’s degree in human resources management, International HR, Business Administration, International Relations, Law Degree, or related.
  • Advanced level of English. English will be tested, and candidate should score a minimum of C1 on CEFR
  • The selected candidate must have a strong command of MS Office Suite; experience with ERP systems is a plus.
  • The selected candidate must demonstrate experience in service delivery and stakeholder management.
  • The selected candidate must have more than 5 years of progressive experience in a related position
  • The selected candidate must exhibit excellent communication and interpersonal skills, with a proven ability to work in multicultural and cross-functional teams.
