Result of Service

The successful completion of the assignment will result in the following outcomes and outputs: Outcomes: • Enhanced awareness of national stakeholders and data availability on challenges and options for the implementation of the AfCFTA in support to green transition overall and in particular with the development of low carbon and climate resilient intra-African value chains. • Greater inclusion into national policy frameworks of measures to harness intra-African trade in support of sustainable production, low-carbon economic diversification, regional cooperation, and climate resilience. DELIVERABLES: i. Deliverable 1: Inception Report Within two weeks from signing the contract, • Submit an Inception Report detailing the processes, steps, milestones, etc. The report shall include an interpretation of the ToR, including objectives, approach, methodology, stakeholder mapping, detailed roadmap, including necessary steps to organize the national organize the National Consultative forum to identify and prioritise green value chains and annotated outline of the final product. Upon delivering on Deliverable 1, 30% of the total remuneration ii. Deliverable 2: Draft Green Supplement to the National AfCFTA Implementation Strategy of Cabo Verde Within 4 weeks from signing the contract, provide: • A report of the National Consultative forum organized under the coordination of the Ministry of Industry and Trade with relevant stakeholders, capturing key insights and recommendations; Within 12 weeks from signing the contract, provide: • Collected primary and secondary data necessary to inform the Green Supplement to Cabo Verde’s National AfCFTA Implementation Strategy • A draft version of the green supplement • After incorporating comments from ECA, present the draft Green Supplement at the technical review meeting with all relevant stakeholders, which will be organized by ECA. • Present the final draft Green Supplement during the national validation meeting that will be organized by the Cabo Verde Ministry of Industry, Trade and Energy with ECA support. Upon delivering on Deliverable 2, 30% of the total remuneration iii. Deliverable 3: Final Green Supplement to the AfCFTA Strategy Within 14 weeks from signing the contract, provide: • the final green supplement strategy to the AfCFTA implementation and its costed priority action plan, including implementation institutional mechanism, communications plan, monitoring and evaluation framework, results measurement framework with selected key performance indicators (KPI) as well as financial resource mobilization road map following validation and incorporating recommendations of stakeholders; • data used in the construction of charts and figures in the strategy Upon delivering on Deliverable 3, 40% of the total remuneration

Duties and Responsibilities

Duties & Responsibilities Under the leadership of the Ministry of Industry and Trade of Cabo Verde, the overall coordination of the Director of the Regional Integration and Trade Division (RITD), the Director of ECA Sub-Regional Office for West Africa (SRO-WA), the Coordinator of the ATPC and the direct technical supervision of the assigned ECA staff member, and working closely with the assigned staff member from the related Ministry, the consultant will undertake the following tasks: I. Assume full responsibility for executing the assignment under these Terms of Reference (ToRs); II. Develop a methodology and an outline for the preparation of the Green Supplement and priority Action Plan to the National AfCFTA Implementation Strategy, including a timeline for the implementation of different activities, list of relevant documents and studies to be considered, and a list of stakeholders to be interviewed and consulted; III. Prepare and submit an inception report detailing the processes, steps, milestones, etc. The report shall include an interpretation of the ToR, including objectives, approach, methodology, stakeholder mapping, detailed roadmap, and annotated outline of the final product; IV. Contribute to organizing a National Consultative Forum to engage relevant stakeholders in the process of identifying key value chains for prioritizing; V. Collect primary and secondary data as necessary; VI. Draft Green Supplement to Cabo Verde’s National AfCFTA Implementation Strategy, which must contain among others: (1) an analysis on climate influence for Cabo Verde perspective in leveraging AfCFTA huge opportunities; (2) an analysis of relevant green value chains for enhancing green trade opportunities under AfCFTA; and (3) relevant and required regulatory and institutional mechanisms for enabling the later. The draft must include a priority action plan and associated results measurement framework; VII. Share the final, revised, draft strategy document before the validation event; VIII. Present the draft Green Supplement including its required component at the validation event; IX. Address any final comments presented at the validation event, and submit the revised, final complete Green Supplement; X. Submit a final overview of activities undertaken in the context of this assignment, including a list of all interviewees and consultations held, and an overview of materials and studies consulted; and, XI. Respond to ad-hoc requests in relation to the project, as needed.

Qualifications/special skills

An advanced university degree (Master’s degree or above) in economics, environmental economics, trade, environmental policy, environmental management, environmental science, economic law, or related fields is required. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master's degree. A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master's degree The candidate should have a minimum of seven years of progressively responsible experience in trade, green economy, blue economy, or related areas, strategy and policy analysis and formulation. Familiarity with AfCFTA protocols and regulatory mechanisms for implementation, national AfCFTA strategy formulation, and data analysis using statistical packages is an asset.

Languages

English and French are the working languages of the United Nations. For this position, fluency in either French or English is required. Since Cabo Verde is a Portuguese speaking country, fluency in Portuguese is also required.
