Project Context and Scope

Established in 1951, the International Organization for Migration (IOM) is a Related Organization of the United Nations and serves as the leading UN agency in the field of migration. IOM works closely with governmental, intergovernmental, and non-governmental partners to promote humane and orderly migration for the benefit of all. It does so by providing services, policy advice, and technical support to both governments and migrants.

In South Sudan, IOM implements a comprehensive portfolio of programmes across three key pillars: Humanitarian Coordination and Support, Humanitarian Response and Resilience, and Peacebuilding, Transition and Development. Within these pillars, IOM supports sectors including Camp Coordination and Camp Management (CCCM), Shelter and Non-Food Items (NFI), Water, Sanitation and Hygiene (WASH), Displacement Tracking Matrix (DTM), Health, Protection, Gender Equality and Inclusion, Mental Health and Psychosocial Support (MHPSS), and livelihoods programming.

IOM supports peacebuilding and stabilization efforts in South Sudan through its Transition and Recovery Unit (TRU). IOM’s community policing interventions are an integral part of its broader strategy to strengthen social cohesion, rebuild state-society trust, and support inclusive local governance and security.

Implemented in close coordination with community leadership, local authorities, and the UN Mission in South Sudan (UNMISS) and UNPOL, IOM’s community policing initiatives emphasize participatory security, civilian protection, early warning and response, and trust-building between the police and conflict-affected communities. These efforts are part of IOM’s multi-sectoral programming in areas such as Bor, Malakal, Bentiu, and the GPAA.

To consolidate and institutionalize the wealth of experience and practice gained through these efforts, IOM seeks to develop a Guidance Note on Community Policing. This document will serve as a practical, context-specific tool for IOM staff, partners, and local stakeholders implementing community security and protection programming in South Sudan.

 
Organizational Department / Unit to which the Consultant is contributing

Under the overall supervision of the Chief of Mission (COM), and the direct supervision of the peacebuilding officer the Consultant – Programme Officer (Community Security and Peacebuilding) responsible and accountable for the below. 

Responsibilities

Tasks to be performed under this contract

The Consultant – Programme Officer (Community Security and Peacebuilding) will undertake the following duties:

  1. Draft a Community Policing Guidance Note
  • Develop a practical and context-specific guidance note on community policing in South Sudan.
  • Deliverable 1: A final Community Policing Guidance Note (20–30 pages) that includes tools, models, and step-by-step guidance tailored to IOM and partners in South Sudan.
  1. Review Existing Program Materials
  • Analyze IOM’s past and ongoing community policing initiatives and related documents from past and ongoing IOM community security interventions, including community-based protection mechanisms, early warning systems, and joint community-police dialogues.
  • Deliverable 2: A Desk Review Summary highlighting lessons learned, gaps, and relevant best practices to be incorporated into the guidance note.

3. Map Local Community Policing Models

  • Document examples of both formal and informal policing models currently used in South Sudan, including both formal (e.g., police-community forums, patrol partnerships) and informal (e.g., traditional courts, local peace committees) approaches, identifying culturally appropriate and scalable practices.
  • Deliverable 5: A Model Mapping Annex to the guidance note, documenting at least three models, including setup, actors involved, and results.
 
Performance indicators for the evaluation of results

Facilitate validation and co-creation workshops with IOM teams, UNPOL, community stakeholders, and relevant government entities to test and refine the guidance note, ensuring ownership, practical usability, and contextual relevance.

 

Qualifications

Education
  • Master’s degree in humanitarian or development studies, economics, social development or a related from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Professional experience in durable solutions, research, integrated programming or displacement-related projects, ideally with some experience in fragile or conflict affected settings. 
  • Demonstrated experience in conducting research and analysis on durable solutions or durable solutions related fields. 
  • Experience in producing action-oriented analysis with clear recommendations on displacement related issues. 
  • Proven experience in working with international organizations, UN agencies, or NGOs in recovery contexts.
Skills
  • Excellent analytical, writing, and communication skills.
  • Strong interpersonal skills and the ability to work effectively in a multicultural environment.
  • Ability to coordinate with senior representatives of government, communities, international and national organisations.
  • Strong skills in community engagement.
  • Familiarity with research methods including quantitative and qualitative approaches.
  • Proficiency in using data analysis software and tools.
  • Ability to develop training materials and facilitate workshops.
Languages
  • Fluency in English is required
Travel required
  • The consultant is required to travel to Juba
