Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
This role is either based in Vientiane, Lao PDR or Bangkok, Thailand and works under the IFRC Country Cluster Delegation (CCD), for Cambodia, Lao PDR, Thailand and Viet Nam. The CCD also provides secretariat support to the Southeast Asia Red Cross Red Crescent Networks, and represents IFRC with the United Nations ESCAP and other regional organizations in Bangkok.
Job Purpose
Job Duties and Responsibilities
Technical support and internal coordination:
- Engage with the leadership of Thai Red Cross, Lao Red Cross, Viet Nam Red Cross and Cambodia Red Cross on designing and supporting organizational transformation processes, including strategic and operational planning and ensures its alignment with long term organizational development priorities.
- Coordinate demand-driven technical support from across the IFRC network (or external) to each of the National Societies in youth and volunteering, finance development, financial sustainability, branch development, policy development, digital transformation and PGI.
- Support on legal and statutory base as well as policy development and revisions, in accordance with Joint Statutes Commission (JSC) guidance.
- Support on developing membership structures for the National Societies, including national, branch and youth governance structures.
- Coordinate and/or facilitate requests for organizational capacity assessment processes, using IFRC standard tools and oversee support to the implementation of the action plans.
- Guide the National Societies towards achieving the Ha Noi Call for Action Regional Conference commitments.
- Advise on youth and volunteering engagement, volunteer management systems, and youth and volunteering policies.
- Advise on approaches and systems to enhance and diversify domestic resources mobilisation and strengthen accountability
- Actively engage with IFRC’s Asia Pacific Regional Office Membership Services Unit as part of an Asia Pacific-wide organisational transformation team.
IFRC Member, Movement and External coordination:
- Coordinate IFRC members to align approaches in support of the organisational transformation processes, including coordinating appropriate and timely technical support.
- Coordinate with the ICRC to align approaches when supporting National Societies on organisational transformation.
- Provide secretariat support to the Southeast Asia Red Cross Red Crescent Youth network
- Coordinate with the ASEAN secretariat, together with the IFRC Jakarta delegation, particularly on youth and volunteering
Programme Management
- Manage organisational transformation-related projects, including budget holder responsibilities, evaluation and timely and accurate narrative and financial reports
- Manage and mentor staff and interns, as needed
- Contribute to IFRC and National Societies’ operational plans and reports Support with preparing and submitting funding proposals to donors and accessing the IFRC financial facilities for members, such as the Capacity Building Fund (CBF) and National Society Investment Alliance (NSIA)
Education
- Bachelor degree in Management, Law, Organisational Development, Social Sciences or other relevant area (Required)
- Master’s degree or postgraduate qualification as an asset (Preferred)
- Technical training in Organisational Transformation, governance, or leadership (Preferred)
Experience
- 10 years’ experience in the humanitarian, development or business development sector (Required)
- 5 years’ experience in guiding organisational strategy, development and transformation processes (Required)
- 5 years’ experience in staff, team, or project management (Required)
- Professional experience in an organization within the International Red Cross and Red Crescent Movement or International humanitarian/development organisation (Preferred)
Knowledge, Skills and Languages
- Demonstrated ability to coordinate and communicate well (Required)
- Knowledge of methodologies, systems, techniques in organisational development (Required) - Facilitation skills (Preferred)
- Results oriented and demand driven individual, entrepreneurial, ability to lead in ambiguous situations. (Required)
- Understanding of the IFRC National Society Development framework and membership based organisations (Preferred)
