1. Review IMO’s needs assessment report and project proposal, identify critical gaps in equipment and infrastructure that hinder compliance with IMO regulations and validate the list of equipment needs with assistance from a national consultant.

2. Conduct consultations with Ukrainian maritime authorities, port operators and SAR teams.  

3. Conduct a one or two-week field visit (subject to UN security clearances) to Ukraine to inspect maritime infrastructure and security arrangements.

4. Working together with a finance expert, deliver an in-person training workshop for Ukrainian officials on donor proposal writing, financial negotiations and best practices in maritime infrastructure funding.

5. Provide training workshop and feedback evaluations.

6. Produce a final report with detailed cost estimates and strategic recommendations.
