1. Conduct a financial analysis of required maritime infrastructure and equipment for meeting requirements of IMO instruments implementation.

2. Identify procurement sources, supply chains, and estimated delivery timelines.

3. Assess sustainability and maintenance requirements for the proposed equipment.

4. Develop a costing framework that aligns with expectations of potential donors and propose financing mechanisms, including potential public-private partnerships (PPPs).

5. Working together with a maritime expert, deliver an in-person training workshop for Ukrainian officials on donor proposal writing, financial negotiations and best practices in maritime infrastructure funding.

6. Provide training workshop and feedback evaluations.

7. Develop a donor engagement guidance document for Ukrainian authorities.
