Project Context and Scope
 
Under the  overall supervision of the Director of the Coordination Office for the Mediterranean and the Chief of Mission in Italy and Malta, and the direct supervision of the Head Programme and Policy Support Unit, in coordination with the Regional Data Hub in Vienna, the consultants will report to the DTM Focal Point for Italy and support the implementation of the DTM Flow Monitoring Surveys. The consultants must complete mandatory IOM training and attend a one-day DTM training before starting their consultancy.

Responsibilities

Tasks to be performed under this contract

The Consultants will:
  1. Update the existing information on flow monitoring points (FMPs) on a regular basis;
  2. Collect GPS points of FMPs when necessary;
  3. Liaise continuously with the DTM Focal Point for Italy in Rome and with other IOM staff in the field to coordinate data collection activities with humanitarian and governmental stakeholders on the ground;
  4. Liaise continuously with the DTM Focal Point for Italy in Rome and with other IOM staff in the field to compile and report information on migrants and refugees who exit from the reception system, with a specific attention to informal settlements in urban and rural areas and to gathering points for persons transiting through Italy;
  5. Conduct about 35-40 Flow Monitoring Surveys (FMS) per week, targeting migrants, asylum seekers and refugees at selected FMPs, using paper forms or tablets (Kobo application);
  6. Comply with the DTM’s FMS Guidelines when conducting interviews, in a dignified environment and respecting IOM’s protection principles, in particular with persons with specific needs and vulnerabilities;
  7. Report on a weekly basis to the DTM Focal Point for Italy on the activities conducted and the realities/issues encountered, providing feedback from the field and make relevant recommendations;
  8. Respect IOM’s Data Protection Principles;
  9. Perform other duties as they might be assigned.

Nature of Consultancy

Category B Consultancy 

Objective: To provide humanitarian organizations and national authorities with data on the numbers, routes, and reasons for migrants seeking to reach Europe. 

Target: Provide reliable information on the current flow of migrants towards Europe.

 

Tangible and measurable output of the work assignment:

  1. 35-40 Flow Monitoring Surveys conducted each week
  2. Weekly Reports
  3. Final Report at the end of the contract

 

Performance indicators for the evaluation of results:

At least 280 interviews UPLOADED IN THE DATABASE (Kobo).

 

Implementation Period

01 July – 15 November 2025  (The consultancy will last for two months within the period from July 1 to November 15, with a flexible start date).

Qualifications

Education
  1. High school diploma with at least three years of experience (see “Professional experience and other requirements”), or
  2. First-level University degree with at least one year of experience;
  3. Advanced University degree (Master’s degree or equivalent) in migration, social sciences, anthropology, sociology, law or humanitarian action is desired.
Experience and other requirements
  1. Experience in the field of vulnerable groups and/or migrants is required; 
  2. Computer skills, specifically hands-on experience in usage of MS Office is required;
  3. Previous experience in conducting personal interviews with migrants or others is required;
  4. Availability to travel across the one of the three main areas (South, Centre, North) is required;
  5. Valid European Union working permit (for non-EU candidates) is required;
  6. Valid driving license category B (cars) and availability of own car are strongly desirable;
  7. Experience in writing reports and documents in Italian and English is considered as an asset;
  8. Previous experience with international organizations, NGOs, EU Agencies is considered as an asset.

  5. Languages
  1. Fluency in written and spoken Italian and English is required.
  2. French, Arabic, Bangla, Tigrinya, Urdu, Pashto, and other languages are considered as an asset.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

 
Travel required
  1. Travel will be required only inside the duty station Region.
