Overview & Responsibilities

IDLO, with funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing the “Somalia Criminal Investigation Programme (SOMCIP).” The programme aims to enable the Somali Police to provide improved safety and security to the local population. The overall goal of this programme will be achieved through the following objectives:

  • Objective 1 — Investigators at the federal and state level conduct investigations that are in line with international standards and the Somali Provisional Constitution.
  • Objective 2 — Investigators, prosecutors, judges, and correctional officers in Mogadishu share information through the Integrated Electronic Case Management System.

To support the implementation of SOMCIP, IDLO is seeking experienced trainers with demonstrated expertise to bring a wealth of experience to assist IDLO in the implementation of the programme. The incumbents will report to the SOMCIP Programme Manager, and the assignment will be provided over 7 months from July 2025 –January 2026.

Summary of Functions

  1. The roster of Somali national police trainers will deliver Investigator Development Courses and Specialized Training to Somali police investigators at both Federal and Federal Member State levels. The specialized training will focus on Homicide Investigations, Crime Scene and Forensic Investigation, Counterterrorism and Financial Crimes Investigation, and Human Trafficking and Smuggling of Migrants.

Key Results Expected

  1. Develop comprehensive lesson plans for each training session.
  2. Conduct pre- and post-training assessments to evaluate participant progress.
  3. Deliver training sessions in Mogadishu and the capitals of the Federal Member States.
  4. Produce detailed training reports after each training session.
  5. Take IDLO’s online Training of Trainers courts to ensure that IDLO’s adult learning methodologies are reflected in the developed training manuals.

Job Requirements

Education and Professional Experience

  • Background as a former investigator, lawyer, judge, or prosecutor with 10 (or more) years of extensive work experience in the Somali Criminal Justice sector. Forensic trainers are exempted from this background and will be evaluated based on their forensic expertise especially in the context of Somalia.
  • Proven experience in delivering training or capacity-building programmes.
  • Proven work experience in Somalia and knowledge of criminal justice issues in Somalia.

Languages

  • Fluency in written and spoken Somali and English.
  • Ability to draft clearly and concisely ideas and concepts in written and oral form.

Specific knowledge, skills, and competencies

  • In-depth knowledge of Somali legal and investigative processes.
  • Strong communication and presentation skills.
  • Ability to develop and adapt training materials to the local context.
  • Analytical skills to assess training effectiveness and participant progress.

Terms & Conditions

This is a single engagement contract with a duration of 7 months. Trainers will be remunerated based on a daily rate system.
