ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) Ethiopia Medical Assistance Team (EMAT) operates a network of clinics across the country offering primary and emergency healthcare services to UN staff, dependents, consultants, and volunteers.
The position holder will be located in UNHCR Bokh sub-offices where WFP is setting a clinic and ALS ambulance services on behalf of UNHCR.
The Paramedic Emergency Nurse reports technically to the WFP EMAT Head Doctor and administratively to EMAT Project Manager.
JOB PURPOSE: The Paramedic Emergency Nurse will provide high-quality, timely, and compassionate emergency care (Basic Life Support and Advance Cardiac Life Support) to UNHCR staff, eligible dependents and any other authorized users and oversee and manage the operations of the BLS/ALS ambulance based in the duty station.
Prepare patients for referrals to hospitals or during medical evacuation to Addis Ababa and elsewhere and accompany patients where applicable.
Provide primary health care services, health promotion, other wellness activities contributing to the overall safety, well-being of UNHCR staff, eligible dependents and other authorized users in collaboration with the EMAT doctors.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):
Respond to emergency and non-emergency services and attends to duty calls calmly, efficiently, and promptly.
Provide Basic and Advanced Life Support services (BLS/ALS) of pre-hospital, inter-hospital, and emergency service care.
Operate and maintain equipment like, ventilators, cardiac monitoring, defibrillator and administration of anti-arrhythmic agents and other medications as prescribed by physicians.
Be able to provide trauma care including immobilization of fractures, stop bleeding and other techniques in line with BLS, PHTLS/ATLS guidelines or any other guidelines from a recognized resuscitation association.
Accompanying patients referred to local hospitals or medical evacuation in coordination with the EMAT Head Doctor or other physician and management, while maintaining patients’ confidentiality.
Respond to emergency in the field location involving WFP staff and eligible dependent in coordination with management, security and other EMAT doctors.
Support in delivering primary health care including dispensing prescribed medicines and perform minor procedures and in absence of the doctor, liaise with the local hospital to ensure appropriate care is given to the patient or communicate with the available EMAT doctor by telephone for guidance.
Properly document patient’s history, procedures carried out and medications given and regular state in accordance with UNHCR,WFP and EMAT SOPs including entering data in the available electronic record.
Protect the privacy and confidentiality of all patient information in accordance with WFP privacy policies, procedures, and practices, and in accordance with general principles of professionalism as a health care provider.
Regularly verify the equipment, medications in the ambulance to ensure they are functioning and not expired, including making requests to replenish used items or near expiry ones.
Participate in wellness campaigns like screening for CVDs and vaccinations and other wellness activities.
Prepare and submit required reports on time and attending relevant meetings and other EMAT/WFP activities.
Observe prescribed healthcare Quality Patient safety (HQPS) guidelines in the performance of all tasks.
Conduct training for UNHCR staff and other authorized users on basic first aid, other health related topics in coordination with other units.
Stock management and maintain all pharmaceutical and medical equipment in the clinic in good work condition at all times.
Run the clinic in absence of the doctor with coordination with head doctor and project manager submitting weekly and monthly report.
Participate and contribute in sub-office and EMAT meetings and wellness initiatives.
Provide medical escort for high level delegation as requested by management.
Contribute to disaster and emergency preparedness plan and response for different duty stations.
Perform other related duties as directed by EMAT Project Manager and Head Doctor or head of Sub-office.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
EDUCATION: Secondary school certificate. A diploma or bachelor’s degree in Nursing, Paramedical Sciences, or equivalent is an added advantage. Certified in emergency care or paramedic from accredited medical schools. Higher or specialized training in emergency, critical care, remote medicine or others is a preferred.
Valid license/registration to practice nursing or paramedicine in the home country.
Basic Life Support (BLS), and Advanced Cardiac Life Support (ACLS) certification, Prehospital Trauma Life Support (PHTLS) or advance trauma life support (ATLS) is added advantage.
EXPERIENCE: Minimum of five years progressive responsible clinical experience with two years in emergency medicine, remote medicine, flight medicine, ICU or critical care. Experience either working in a hardship location under difficult and insecure environments is highly desirable. Prior experience in international, humanitarian, or UN settings is an asset.

Skills in designing and delivering trainings/information sessions on a number of subjects and ability to adapt to different audiences.
LANGUAGES: Fluency in both oral and written communication in English and the local language.
