ORGANIZATIONAL CONTEXT

WFP, through its dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians and works to safeguard livelihoods, build resilience, and reconstitute food systems in vulnerable areas. WFP also lends its technical expertise to support national institutions by strengthening their capacities in responding to shocks and building an inclusive social safety net.
To further strengthen the humanitarian-development-peace nexus, WFP is providing climate-smart agricultural assets such as hydroponics and wicking beds to households to increase their calorie intake and enable them to generate income. WFP also scaled up its resilience-building activities to include greenhouses, vegetable farms, sheep, poultry, and technical and vocational trainings for youth and people with disabilities. These projects reduce people’s vulnerability to external shocks, serve as a safety net, and support livelihoods.
In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus.
JOB PURPOSE
To reinforce these efforts, WFP is recruiting a Social Protection Associate, based in Ramallah, to join the Social Protection and Resilience Unit. Under the supervision of the Head of Social Protection, the Associate will contribute to scaling up WFP’s technical and operational support to national social protection systems, helping bridge humanitarian response with longer term safety nets.
KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive):
- Contribute towards the development of activities, plans and processes, ensuring alignment to corporate policies and guidance on social protection and in line with national policies and priorities.
- Provide project management support to specific and defined social protection programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider national and WFP programming that complies with WFP standards and procedures.
- Support the capacity strengthening of WFP staff, partners and national government to identify and address in-country social protection needs, e.g. by providing inputs into specific social protection guidance materials, oversee implementation of activities, and/or learning initiatives.
- Research and analyze policy and operational issues to inform the development of Palestine’s social protection policies, strategies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on social protection programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Contribute to the development, management and sharing of knowledge products pertinent to social protection.
- Liaise with internal and external counterparts to ensure effective collaboration.
- Support efforts at cross-functional coordination between Social Protection, Cash-Based Transfers, operations, nutrition, resilience, and other key units.
- Support the identification, development and management of potential collaborative partnerships in the area of social protection, including with other UN agencies, International Financial Institutions, government and regional entities and initiatives, and academia.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries related to social protection.
- Other duties as required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Completion of secondary school education. A post-secondary certificate in the related functional area.
Completion of BA degree in social policy, political/social sciences, international development, or related fields is desirable.
Experience:
6 years’ experience in and of:
Working on social policy/development policy issues with national government and/or with organization advising government
Proven experience of enabling knowledge capture and exchange
Proven academic/research experience in the field of social policy/social protection
Experience of humanitarian and/or development fields
Proven ability and experience in the coordination of interagency partnership
Experience with UN, and specifically WFP, is an advantage
Knowledge & Skills:
Knowledge of capturing case studies and other means of knowledge exchange
Strong teamwork and coordination capacity
Excellent written and oral communication skills
Language:
Fluency in both oral and written communication in English and Arabic.

The Service Contract (SC) is a decentralized contracting instrument refer to specific guidelines provided and updated by HQ Policy team. It is a flexible contract modality use only by WFP Country Offices. The remuneration of SC holders is based on services satisfactorily provided in accordance with the Terms of Reference under the SC. Remuneration is made on a monthly basis and may include a sum for pension purposes, as described in Manual Section III.7.6.5.
The SC holders are covered under the safety and security measures implemented by the COs and RBs and must comply with the relevant security instructions under the Security Plan.
