Result of Service

The Evaluation Division of the UNRWA Department of Internal Oversight Services (DIOS) leads the Agency’s evaluation function. Evaluation results are incorporated into decision-making processes in order to strengthen learning and accountability in the Agency with the aim of improving operations. Evaluations determine the relevance, effectiveness, efficiency, impact and sustainability of ongoing and completed institutional functions by examining expected and achieved accomplishments, result chains, processes, contextual factors and causality.

Duties and Responsibilities

DESCRIPTION OF DUTIES AND RESPONSIBILITIES As an Evaluation Consultant, the consultant will provide analytical, technical and managerial support to evaluation assignments and other related activities from the Division’s annual work plan. The Evaluation Consultant will support evaluation teams in: i) conducting rigorous preliminary analysis, ii) supporting comprehensive data collection and analysis by participating in interviews and other research methods, and iii) contributing to the drafting of evaluation reports. The Evaluation Consultant will also support the management of evaluations and coordinate other evaluation activities as per the Division’s annual work plan. Other duties may be assigned by the Chief of the Evaluation Division, as needed. More specifically and under the overall guidance of the Chief of the Evaluation Division, the Evaluation Consultant will: 1. Support all evaluation phases, including the planning, preparation, implementation, and reporting phases: • Assist in designing surveys, conducting interviews, and collecting quantitative and qualitative data. • Engage in and support various tasks related to the planning, preparation, implementation, and reporting phases of evaluations. • Gather and organize materials and resources. • Conduct quantitative and/ qualitative analysis • Document lessons learned and best practices. • Provide logistical and administrative support for evaluation activities. 2. Develop and Communicate Data-Driven Insights: • Contribute to the preparation of evaluation reports, briefs, presentations, and other documentation. • Organize meetings, workshops, and other discussions to establish a dialogue on evaluation results, with the ability to work collaboratively in a team environment. • Support the preparation of presentation materials summarizing key findings. 3. Optimize human and financial resources of the Evaluation Division: • Support the planning of evaluations and preparation of budgets for individual evaluations. • Support the selection of evaluation consultants based on requirements.

Qualifications/special skills

A university degree from an accredited educational institution in international development or another field of relevance; A minimum of 2 years of experience in the conduct of evaluations, monitoring and evaluation, research, or in areas relevant to UNRWA programmes; In-depth knowledge and proven experience in designing and applying various quantitative and/or qualitative research methodologies and tools. DESIRABLE QUALIFICATIONS • Familiarity with UNRWA and its programmes; and • Understanding of the Palestinian refugee context would be advantageous.

Languages

Excellent analytical, communication and writing skills in English and Arabic.

CONDITIONS OF SERVICE • Remuneration for this consultancy will be 845 JD per month.
