Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas.  IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

This role is part of the Membership Services team in APRO and works closely with Country Delegations (CDs) and Country Cluster Delegations (CCDs) and support the Asia Pacific Fundraising Network (APFN), Movement partners as well as with colleagues in the AP National Societies.

 

Job Purpose

To ensure the continuity of regional resource mobilization and financial sustainability initiatives, the maternity cover will focus on key deliverables aligned with the 2025 strategic priorities. This includes implementing peer learning activities, providing leadership orientation, facilitating APFN engagement, and guiding National Societies on resource mobilization planning and system development.

The role will contribute to the implementation of the Financial Sustainability Framework by coordinating initiatives across its three pillars: accountability and systems, resource mobilization, and vision and mandate. It will also ensure alignment with the Global Resource Mobilization Strategy and Strategy 2030, particularly Transformation 7 – Financing the Future.

Job Duties and Responsibilities

Guide the AP National Societies on strengthening their capacity to increase domestic income generation, including through the development and implementation of tailored resource mobilization strategies, skills building, and adoption of digital fundraising tools, in collaboration with APRO SPRM.

 Facilitate Peer Exchange and Learning on Resource Mobilization

  • Guide the APFN in the organization and smooth delivery of the regional fundraising skillshare event, and accompany NSs in their participation coordinating with Delegations.
  • Empower National Societies to foster peer-to-peer support within Asia Pacific Fundraising Network (APFN).
  • Connect National Societies to Movement-wide support systems, including peer-to-peer exchanges, PNS support, NSIA, and relevant investment mechanisms.

Provide technical guidance to NSs

  • Respond to NSs Fundraising and Resource Mobilization ad-hoc or longer terms demands for assistance, including advice in recruitment processes of RM staff, RM strategies or action plans, fundraising campaigns, etc.
  • Provide technical guidance and support implementation of NS movement funds proposals related to Resource Mobilization

 

Enable Governance and Leadership in Resource Mobilization

  • Prepare and deliver briefing/orientation content for leaders to strengthen their understanding of financial sustainability and its connection with wider organization transformation
  • Provide guidance on financial, physical, and human resource planning for National Societies to increase resource mobilization capacity.
  • Set up required support systems to address demands raised in leaders’ meetings

Coordinate with APFN and Strategic Platforms

  • Contribute to the implementation of the APFN 2025 Action Plan and participate as observer to all APFN steering committee meetings
  • Provide monthly financial reports to APFN secretariat and monitor APFN budget and fundraising
  • Facilitate engagement and knowledge sharing and organize webinars, peer exchange offers, and communities of practice.
  • Collaborate with IFRC country and cluster delegations, as well as Finance, Communications, and PRD teams to ensure resource mobilization efforts are embedded across operations.

Ensure Regional Coordination and Strategic Input

  • Coordinate with Movement partners to ensure cohesive support to National Societies in their financial sustainability and resource mobilization efforts, including coordinating the Joint Resource Mobilization Development Initiative.
  • Contribute to regional data gathering and learning processes related to RM activities.

Education

Required

Bachelor degree or equivalent in Business or Marketing

 

Preferred

Relevant post-graduate degree or MBA is an asset 

Relevant professional training courses

Experience

Required

10 years experience or more in resource mobilization, organizational transformation, partnerhips, planning and reporting

Relevant work experience working internationally

5+ years of work experience and solid track record in partnerships and fundraising.

 

Preferred

Relevant experience with the Red Cross/Red Crescent Movement is an asset

Work experience with UN and/or other International Organisations.

Work experience with corporate entities in the area of corporate social responsibility.

Work experience with international funding agencies (e.g. EU or governments).
