Overview of position2. COUNTRY SPECIFIC INFORMATION:
With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the people of Afghanistan through the delivery of projects and services that improve the lives of people in need. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO activities cover a range of sectors including humanitarian, basic human needs, cash for work, infrastructure, development, procurement and HR services. The functional objective of UNOPS AFCO is to contribute to improving the lives of girls, boys, men and women living in Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the humanitarian response and development of the country. 3. BACKGROUND INFORMATION – JOB SPECIFIC:
Project Information
The Infrastructure for Basic Human Needs in Afghanistan (IBN) project is an initiative aimed at promoting social and economic development at the local level within Herat province, an area significantly affected by a series of earthquakes in October 2023. This project is committed to the construction and rehabilitation of critical community infrastructure, prioritizing aspects such as safety, earthquake resilience, and adherence to the “building back better” philosophy, all while maintaining respect for the local cultural context. Additionally, the project contemplates employing the “Cash for Work” implementation modality as a strategic measure to revitalize livelihoods and stimulate economic activity in the region.
Role objectives4. PURPOSE AND SCOPE OF ASSIGNMENT:
The Associate QCQA Engineer under the Junior Talent Program will work for the UNOPS/IBN Project at Herat, The purpose of this assignment is to enhance the understanding and practical application of quality control and quality assurance principles within a real-world engineering context. The engineer will gain hands-on experience in implementing quality management systems, analysing process effectiveness, and ensuring compliance with industry standards and customer requirements. This assignment aims to develop a proactive approach to identifying quality issues, recommending corrective actions, and continuously improving the quality of products and processes.. The Associate QCQA Engineer will be engaged in activities such as (but not limited to) the following:
Quality Control (QC)
●Conducting inspections and tests to ensure products and processes meet required specifications.
●Identifying non-conformities and implementing corrective actions.
●Monitoring process performance and reporting on quality metrics.
Quality Assurance (QA)
●Developing and maintaining quality assurance plans and procedures.
●Performing audits and process evaluations to ensure compliance with standards (e.g., Afghanistan Building Code, International Building Codes and other relevant standards applicable within the region).
●Collaborating with cross-functional teams to drive continuous improvement.
●Documenting
and maintaining quality records in accordance with regulatory and internal
requirements.
Continuous Improvement
●Participating in root cause analysis and problem-solving initiatives.
●Recommending process improvements and contributing to a culture of quality excellence.
●Supporting
initiatives to enhance customer satisfaction and product reliability.
Communication & Reporting
●Preparing reports, presentations, and data analyses on quality performance.
●Communicating
findings and recommendations effectively to stakeholders.
The assignment will span the entire product lifecycle, from design and development through production and final inspection. It will require active collaboration with engineering, contractors/NGOs, and project management teams to ensure that quality is built into every aspect of the work.
5. EDUCATION/EXPERIENCE/LANGUAGE REQUIREMENTS:
I. Education
- Bachelor's Degree in Civil Engineering or Equivalent from a recognized Institution is required.
II. Certification
- Holding any other technical certificates related to QCQA would be an asset.
III. Experience
oMinimum five years of practical experience with Bachelors in Construction Industry and QCQA related activities is required.
oProficiency in the usage of computers and Google apps as well as web-based management systems would be an advantage.
IV. Language Requirements
oFluency in English – both written and oral is required
Fluency in Dari and/or Pashtu – written and oral is required
