Mission and objectives

The World Food Programme (WFP) is the United Nations frontline agency fighting hunger. WFP reaches more than 150 million people per year - delivering humanitarian food assis-tance and working with smallholder farmers, communities, and governments to improve nu-trition and build resilience to crises. As conflict, climate change and economic shocks drive up the number of hungry people in Eastern Africa, finding innovative solutions to the com-plex humanitarian and development challenges in the region is essential, now perhaps more than ever.
In Rwanda, WFP works in partnership with the Government to support the country’s long-term development goals and its commitment to achieving zero hunger by ensuring food se-curity and nutrition and equitable access to sustainable livelihoods for all. In this effort, WFP Rwanda works closely with diverse stakeholders to provide general food and nutrition assis-tance to over 135,000 refugees, asylum seekers and returnees.
Beyond emergency assistance, WFP supports the strengthening of national systems in disaster risk management, social protection, nutrition, school feeding, and food systems transformation

Context

To sustain and grow the WFP Rwanda impactful work, the HR Officer will support the efficient management of its human capital. She/he will will provide support in the implementation of HR strategies, contribute to talent acquisition and management, and support HR operations and services in line with WFP’s corporate HR framework. She will also ensure the organization attracts, develops, and retains a skilled and motivated workforce, deliver strategic and operational HR services in alignment with corporate policies and the office’s programmatic needs. This position offers an opportunity to be part of a dynamic team supporting WFP’s humanitarian and development mission in Rwanda.

Task description

Under the direct supervision of the Head of the HR Unit, the volunteer will undertake the following tasks:
• Contribute towards the development of country specific plans and processes, and deliv-er HR operational activities or projects, following standard processes and ensuring alignment with wider WFP policies.
• Provide advice to managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
• Provide effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues.
• Contribute to staff capability building, working with managers to understand individual skills and business requirements, and organizing/delivering development solutions which equip people with the skills and knowledge required to meet current and future challenges.
• Contribute to building and managing talent within WFP, working with managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
• Support organizational design activities that enable senior management to define and organize structures and jobs and allocate people to the right places in order to improve efficiency.
• Guide and supervise junior staff, acting as a point of referral and supporting them with analysis and queries.
• Collate and analyse data for the preparation of accurate and timely reporting, support-ing a WFP wide view of HR activities that enables informed decision-making and con-sistent information for stakeholders.
• Contribute to continuous improvement by implementing new/updated HR policies, procedures and systems and recommending improvements to ways of working.
• Execute other duties as required.
