BACKGROUND:
The International Rescue Committee
(IRC), one of the world’s largest humanitarian agencies, provides relief,
rehabilitation, and post-conflict reconstruction support to people affected by
natural disaster, oppression, and violent conflict in more than 40 countries.

Active in public health, education, livelihoods, women's empowerment, youth
development, and protection and promotion of rights, the IRC assists people
from harm to home. The IRC launched an emergency
health response in Libya in September 2016 as the humanitarian situation in the
country was deteriorating following the 2014 civil war. Since then, the IRC has
broadened its portfolio with health, protection, and governance programs aiming
to employ a holistic approach to meeting the needs of crisis affected and
vulnerable communities to survive, recover, and gain control of their futures. The
IRC has been working to expand its multi-sectoral reach in areas of critical
need in Libya and in these efforts houses a Grants & Partnerships Unit
(GPU) to support the design of, fundraising for, and management of quality,
responsive programming with ambitious goals for work in partnership with local
actors.
The
scope of IRC Libya’s protection and empowerment programming includes Women’s
Protection and Empowerment (WPE, which includes gender-based violence (GBV)
prevention and response), child protection (CP), and Protection Rule of Law
(PRoL, or broader humanitarian protection) for conflict-affected and other
vulnerable women, girls, men, and boys. In the design and development of
responsive, client-centered protection programming, the IRC works both directly
and in partnership with local actors promoting women’s social and,
increasingly, economic empowerment and an improved protection environment for
conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised
awareness among communities, provided training for service providers, and
established spaces for a range of psychosocial support activities and access to
case management for women, adolescent girls, and children in Libya. The IRC
aims to build on that foundation with additional, targeted support to local
capacities and community-based mechanisms.
JOB OVERVIEW/SUMMARY: IRC Libya is
seeking a Child Protection Facilitator for a project that will build on prior
project achievements toward increasing access to prevention and response
services and an improved protection environment for children. Under the
supervision of the WPE and CP manager, the facilitator will conduct focused non-formal
education training for children, plan and organize awareness sessions on child
protection, participate in data collection, surveys, prepare reports and
perform other child protection related duties as may be guided from time to
time.
MAJOR RESPONSIBILITIES
Facilitate non-formal education sessions, both
remedial classes for children at risk of dropping out of school and catch-up
classes for children who need to re-enroll in the formal education system.
Facilitate remedial classes for children in
the form of seminars at the supported Centers during the school holidays and in
the afternoon during the school year as per set non formal education modules.
Facilitate Maths sessions for children using
IRC’s Math Manual.
Facilitate Arabic sessions to support children
to achieve basic literacy levels that allow them to study other subjects in
Arabic in formal schools.
Contribute to the delivery of
awareness creation of child protection concerns and issues such as early
marriage, maltreatment, abuse, and exploitation, and enhancing the protection of
boys, girls, and women through community outreach activities.
Identify children at risk of abuse,
neglect, exploitation, and violence during regular field visits in the
community and refer to child protection case workers for further assistance.
Conduct and deliver unicef curriculum
“lifeskills” to adolescents, and conduct recreational activities.
Provide information to parents, caregivers,
and children on available humanitarian services and create a link between them
and service providers present in the area as per service maps.
Work closely with Partners to ensure
that boys and girls benefiting from IRC services are not exposed to any form of
harm during the activity implementation.
Participate in conducting surveys, needs
assessments, safety audits, and service mapping exercises.
Support in collecting data on
relevant activities and draft reports in consultation with the supervisor and
MEAL team.
Participate in activity planning
meetings and share activity reports with the supervisor on a weekly basis or as
may be required.
Support the logistical arrangements
of the relevant activities at the Center
and in the community.
Contribute to the procurement of
materials used for the implementation of relevant activities.
Perform any other duties as may be
guided by the supervisor.

Position Reports to: CP CB Officer, CP and
WPE Manager
Staff management: The CP Facilitator will manage community outreach volunteers
(COVs).
Working Environment: This position will be
based in Alkufra.

Minimum Qualifications:Bachelor’s degree in relevant field –
education, social sciences, public health, etc.
At least 2 years of experience as a
teacher and working with vulnerable groups in emergency/conflict or
post-conflict settings preferred.
Knowledge of child development theory
and methodologies.
Experience in participatory
approaches and child participation methodologies
Familiarity with child protection
programming including psychosocial support, access to education and health,
community-based child protection as well as other various protection measures
to ensure children’s safety.
Proven experience in delivering
training to children and adults.
Good understanding of the local
context and cross-cultural sensitive issues
Good communication skills with
fluency in written and spoken English and Arabic languages.
Basic computer skills including
Microsoft Word and power point.
Experience in regular report writing.
Ability to take initiative and adapt
to changing circumstances and priorities.
Demonstrated high level of
flexibility, responsiveness, and reliability.
Ability to work under pressure and
strong time management skills to meet both short-term and long-term objectives.
