Vice-Presidency Context
The purpose of the Budget, Performance Review, and Strategic Planning (BPS) VPU is to deliver high value for money with efficient, effective, and professional finance, procurement, and resource management services to help drive sustained business success through delivery of the WBG strategy. At the same time, it is focusing on improving governance to enable better oversight of what and how services are provided and continuing to strengthen its professional workforce with up-to-date skills, knowledge, and experience. The BPS VPU delivery model has three core roles designed to provide high quality, relevant and consistent services:
Business Partners: embedded partners focused on decision support and performance oversight with a strong understanding of the business.
Centers of Expertise: providing thought-leadership and analytics, designing resource management policies, practices, and coordinating business finance knowledge management.
Global Business Center: central unit to manage delivery of high volume and transactional and reporting services across Bank, including help desk to support to clients.
Led by a Vice President, BPS is organized into four departments, each with a director as follows: BPS Strategic Planning (BPSSP) with teams supporting the corporate strategic business and budget planning process; BPS Operations Units (BPSOU) with teams supporting Practice Groups and Regions; BPS Corporate Units (BPSCU) with teams supporting corporate units, providing capital budget support, and providing BPS systems, knowledge, and shared services; and BPS Corporate Procurement (BPSCP) with teams providing group-wide procurement services.
UNIT CONTEXT
Sitting within BPSOU, BPSEL-Business Partner Unit is supporting the Latin America and Caribbean Region, Prosperity Vertical and Knowledge Compact Horizontals units. The team is responsible for business planning, budgeting, work programming, deliverables reporting, and financial reporting for all the departments within its client VPUs. In addition, in country offices, BPSEL staff perform accounting, payment processing, cash management and administration functions. Overall, BPSEL ensures that each department maintains cost efficiency and effective controls over all financial transactions and provides support for effective management and monitoring of deliverable.
The current open position is in the following unit with BPSEL Unit:
BPSEL is looking to hire a Finance Analyst based in the Mexico CO (local staff). The position will primarily support the LC1 Country Management Unit (CMU) and be based in Mexico City, Mexico. This CMU also has office in Colombia. The CMU Division Director (DD) is based in the Mexico country office, and there is a Country Manager based in the Colombia Country Office.
The selected candidate will be responsible for the accounting, fiduciary, and general administrative functions of the Mexico Country Office. As with all other BPS staff, the incumbent will be expected to be fungible and able to work across different assignments over time, depending on business needs and professional development objectives. This position falls under the supervision of a HQ based BPSEL Senior Finance Officer and will report to BPSEL Manager also based in HQ.
Duties and Responsibilities
Finance Analysts (FA) are expected to be specialists in business finance analytics, controls, processes, and data management, and able to support decision-making through the provision of timely, fit for purpose information on the management of financial resources across all funding sources. In line with the competencies listed below, Finance Analysts are expected to be experts in the day-to-day maintenance of the core RM systems, processes, and disciplines, with advanced knowledge of WBG budget policies, SAP and the Bank’s core reporting and data mining tools. Finance Analysts are also expected to be able to work directly with client management as business partners. The job holder will have specific accountabilities consistent with the grade and the generic BPS responsibilities mentioned above. These will be determined in relation to a specific work assignment and articulated in annual objectives prior to the start of each fiscal year.
The selected candidate is expected to be an excellent team player, comfortable working with large datasets, preferably with data modeling skills, a finance, accounting, or economics background/experience with strong analytical skills, and knowledge in one or more of the key functional areas that BPS supports. Should be proficient in the use of Microsoft applications such as excel, word, PowerPoint, etc.
