Safeguarding Coordinator – South Sudan

(6/12 months)

 

Objectives of the position

Reporting to the Head of Mission (HoM) and working closely with the Project Coordinators (PCs), Human Resources Coordination (HRCo), and Safeguarding Unit, the Safeguarding Coordinator will:

  • Develop the South Sudan Country Program’s safeguarding strategy based on the OCA Safeguarding Policy, and adjust the action plan contained in the roadmap accordingly,

  • Support the implementation of the safeguarding strategy, 

  • Triage and advise the HoM and HRCo on complaint management options ensuring survivor centred and confidential approaches are upheld, and

  • Support the management of complaints of misconduct under the Code of Conduct, providing guidance on context specific risk mitigation during the case management process.

 

Main responsibilities 

  • Analysis of the context: conduct a mapping of key players to develop referral mechanisms and collaborate on safeguarding concerns, while using a participatory approach with staff and local community to assess risks, analyze abuse factors, and prioritize safeguarding efforts with stakeholders.

  • Develop and implement the prevention strategy: utilize the Safeguarding Self-Assessment Tool for a participatory risk assessment to identify abuse risks and mitigation measures, review and tailor the action plan with clear responsibilities and deadlines and offer ongoing mentorship to ensure effective implementation.

  • Raising awareness: enhance awareness and education among MSF staff, partners, patients, and community members about safeguarding standards, roles, and reporting mechanisms, while providing tailored training on handling abuse complaints, conducting refresher sessions, and collaborating on strategies to disseminate behavioral expectations and reporting tools.

  • Setting up a complaint reporting system: collaborate with community members, patients, and advisors to establish diverse feedback and reporting mechanisms, support project implementation, enhance staff capacity to manage abuse complaints, and monitor and adjust community-based reporting systems as necessary.

  • Support for the management of complaints of CoC violations: advise on complaint management related to Code of Conduct violations, ensuring safety and confidentiality. Support case management with risk analysis and mitigation, provide technical advice for transparent complaint handling, participate in misconduct investigations, explore HR grievance channels, supervise Confidantes, and escalate abuse concerns discreetly.

  • Monitoring and Supervision: coordinate data collection on prevention activities, cases, and community safety perceptions within the Country Program. Collaborate with senior management and the RBU to review trends and adjust strategies. Provide regular updates on activity status, align efforts with other Operational Centres, and supervise staff involved in awareness and prevention. Prepare an end-of-assignment report detailing activities, challenges, and recommendations, including relevant documents developed during the assignment.

 

Candidate Profile

  • Bachelor level degree or equivalent level in a field relevant to this profile (e.g. law, social or organizational sciences, gender studies, etc.)

  • At leastfive years' experience working for an NGO or association in the field of Safeguarding/Protection is required. 

  • Previous MSF experience is highly desirable.

  • Experience on facilitation, adult pedagogy and coordination of training and workshops to a wide range of audiences

  • Experience in designing and implementing training and awareness-raising initiatives in this field is desirable. 

  • Experience supporting or implementing safeguarding-related work such as child protection, gender-based violence, Code of Conduct awareness, or community participation activities

  • Strong community engagement experience, including conducting community consultations, focus group discussions (FGDs), and participatory assessments.

  • Experience advising on risk mitigation regarding investigations into allegations of abuse. 

  • Experience dealing with highly confidential issues.

  • Demonstrated understanding of inclusive practices and promotion of diversity.

  • Experience working in an international, fast-paced environment, working with colleagues from many different backgrounds.

  • Fluency in English is required, French and/or Arabic language skills are desirable.
