Job Description

This aim of this consultancy is to develop a new Pre-Departure Orientation (PDO) teaching curriculum for 5–10-year-old resettlement refugees, disaggregated with distinct learning objectives and activities for 5–7-year-olds and 8–10-year-olds. 

 

Methodology for 5-10-year-olds:

The curriculum for 5–10-year-olds will target younger children (5–7-year-olds) that are the age to enter Norwegian kindergarten and grades 1 and 2 in Norwegian Primary School, and older children (8-10-year-olds) that will enter grades 3 through 5 in Norwegian Primary School. The orientation sessions will model the activities and teaching methods that these children will experience in Norwegian kindergarten and Primary School.

 

The objectives of PDO for the 5–10-year-old age group are to:

  • Inform the children about their upcoming resettlement to Norway, 
  • Give them basic information about the Norwegian school system, and
  • Prepare them for the Norwegian kindergarten and primary school environment by modelling similar activities and teaching methods to those they will experience when they begin school

 

Younger children (5–7-year-olds):

  • The emphasis of teaching PDO to this age group is that the children experience the joy of being together, feeling a sense of inclusion and security, and learning through play.

 

Older children (8–10-year-olds):

  • The emphasis of teaching PDO to this age group is to facilitate an environment that encourages children’s participation, where they are able to express themselves in the classroom and make contributions from their experiences, interests, views, and initiatives. 

 

The 2-day curriculum for this age group will focus on educational games, the Norwegian alphabet, learning a few Norwegian words, and singing children’s songs in Norwegian. The pupils will have opportunities to express themselves through storytelling, drawing, and interactive activities. There will also be specific content introduced about school in Norway, and role play activities on different topics that may arise at school, for example how to make friends and how to react to bullying. 

Responsibilities

  1. First deliverable – Outline of Curriculum for 5–10-year-olds, including PPT slides, Instructor Manual, and activity book for children - Deliverable by email by 31 August 2025
  2. Second deliverable – Draft PDO Curriculum for 5–10-year-olds, including PPT slides, Instructor Manual, and activity book for children, with disaggregated learning objectives and activities for 5–7-year-olds and 8–10-year-olds - Deliverable by email by 20 September 2025
  3. Final deliverable – Final PDO Curriculum for 5–10-year-olds, including PPT slides, Instructor Manual, and activity book for children, incorporating all feedback from IOM on the draft materials - Deliverable by email by 30 September 2025

 

Performance indicators for the evaluation of results

  • Professional competence in the development of the deliverables.
  • Professional communication with IOM Norway office.
  • Delivering results within the agreed Terms of Reference.
  • Incorporation of all required content into the curriculum, grounded in Norwegian early childhood pedagogy to support the transition to Norwegian kindergarten or primary school. 
  • Outlining the new curriculum in an aligned Instructor Manual and PPT slides.
  • Developing an activity book for children, to engage them in the course materials in age-appropriate ways, in a format that can be printed in black and white on A4 paper.
  • On time submission and timely revisions of all deliverables, taking into account feedback from IOM.

Qualifications

Education:

Bachelors’ Degree in Kindergarten or Early Childhood Education, Pedagogy, Curriculum Design or other relevant fields, and 5 years relevant work experience. Experience working in multicultural settings and/or with children from a refugee background is an advantage.

Experience:

Experience in the Norwegian early education 

Languages:

English is required, Norwegian is an asset
