Organizational Setting

 

The Director General's Office (DGO) provides leadership and coordination for all IAEA activities at the executive level for meeting Member States' needs, and achieving a one-house approach and a results-based management.


 

 

Main Purpose

 

Reporting to Chief of Ethics, the consultant will provide technical expertise and advice on various activities relating to the Ethics function.

 

Functions / Key Results Expected

 

Under guidance of the Chief of Ethics\:

Annual declaration of interest process. Provide expertise and advice with regards to  the annual declaration of interest process. This includes inter alia\: 
 

  • pre-launch phase\: liaise with departments to confirm the lists of eligible respondents and prepare for the launch of the process (including preparation of workplan);

  • post-launch phase\: prepare reminders and provide clarifications for respondents on any follow-up questions as needed;

  • post-closure\: review responses received and propose/prepare follow-up actions if any, and assess any other information received. 

  • Prepare related notes to file and records of the process, including statistics required for reporting purposes.
     

Advice and guidance.
 

  • Review incoming requests for advice and guidance received by the Ethics function covering a range of topics and prepare draft recommendations/guidance for consideration of the Chief of Ethics. This includes but not limited to areas of conflicts of interest, outside activities/employment and gifts. 

  • Engage with IT Department as regards utilising and enhancing related online forms/digital tools. 

  • Provide inputs and updates to the internal log and ensure retention of electronic files/records.

     

Annual report and ad hoc reporting requests. 
 

  • Prepare substantive inputs for the annual report on the activities of the Ethics function, including collecting and analysing data (training, cases/matters etc.) and preparing statistics. Prepare ad hoc inputs for internal reporting upon request, e.g. programme performance assessment reporting (PPAR), or inputs for internal audits.

Qualifications and Experience

  • University degree (bachelor) in ethics, law, compliance, international relations, employee relations or related field with good academic record.

  • Minimum two years of relevant experience in ethics, law, oversight or human resources. 

  • Experience working with an international organisation is an advantage. 

  • Strong teamwork, communication and excellent drafting and analytical skills.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

     

 

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
