Overview:
The purpose of
the role is to provide accurate and timely HR support to all teams in Libya offices.
The role will encompass a range of tasks requiring
skills in prioritizing and managing competing demands. The post-holder will be
privy to private and sensitive information and must be able to maintain
confidentiality.
Major Responsibilities
Proactively
provide informed and confidential advice for any staff on the IRC HR
policies, conditions of employment, staff handbook, performance
management, learning, and development, and ensure proper application,
knowing when to escalate to the HR Manager.
Prepare
national staff contracts and renewals; promote staff adherence to HR
policies and ensure compliance with all labor laws.
Where
required, deliver workshops on HR policies and procedures.
Prepare
employees’ work certificates upon request.
Ensure
compliance with IRC’s time and effort reporting requirements.
Prepare
payment requests for service providers working with the HR department.
Prepare
and manage Libya national staff payroll and its related procedure
Support
in the recruitment process as needed.
Performance Management
Assist
the HR Manager in monitoring the implementation of the Performance
Management process and probation system, ensuring that it operates
equitably and consistently across the organization.
Follow
up with managers on all aspects of the performance management cycle:
setting goals, giving feedback, addressing poor performance, and annual
review.
HR Database Administration
Maintain
an updated list of the employees and data.
Maintain
proper filing for newcomers by following up with them on their legal
documents required for file records completion.
Maintain
accurate records of staff leaves and ensure all staff are aware of
entitlements and procedures for applying for leave.
Maintain
a comprehensive, confidential electronic and paper filing system for all
employees.
Onboarding
Ensure that inductions of the newly recruited are planned with relevant line managers and aligned with the IRC standards.
Support in preparing the monthly cycle orientation for all new staff.
Request all creation and termination of email accounts.
Leavers and Exit Procedures.
Ensure all IRC assets are returned (ID card, Access card, Laptop/accessories, etc.) and ensure no pending financial liabilities on the leaver.
Ensure exit interviews are carried out with all staff leaving the IRC and undertake analysis of these.
Compile monthly turnover and recruitment statistics to be communicated to HRM for further analysis to ensure effective workforce planning and retention.
Staff and Workplace Relations
Support staff relations cases, including grievances,
disciplinary procedures, performance issues, redundancies, and dismissals.

Position directly supervises: None.
Other Internal and external contacts:
Internal: All staff and departments with Libya offices
External: Relevant stakeholders, lawyers, Ministry of Labor, Social Security,
and tax offices.

Minimum Qualifications:Job Requirements:
·2 - 3 years of experience in human resources.
·Professional experience with INGOs/NGOs and/or international experience is a plus.
·Experience in managing Human Resource Information systems for large numbers of staff and good Microsoft Excel skills
Demonstrated Skills and Competencies
written, presentation, and verbal communication skills; ability to convey information effectively and solid experience providing training and staff development in English and Arabic.
Proven sense of professional discretion, integrity, and ability to manage critical situations and to effective resolution
Excellent team member with experience working in diverse work groups.
Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork in a cross-cultural context.
The desire to continually learn and develop is a must.
Language Skills:
English and Arabic fluency is required.
