Job Description

Project Context and Scope
 
Established in 1951, the International Organization for Migration (IOM), a related organization of the United Nations, is the leading intergovernmental organization in the field of migration and is committed to the principle that humane and orderly migration benefits migrants and society. IOM works closely with governments, civil society, and the private sector to support safe, regular, and rights-based migration. 
 
In the Philippines, IOM’s Migration Management Unit (MMU) implement projects that supports the adoption of fair and ethical recruitment practices, broaden regular migration pathways, and promote migrant workers’ rights. This is done by producing research and assessment reports, developing tools and guidance materials, and circulating information, education, and communication (IEC) products to drive policy change and raise awareness on critical migration issues.
 
To effectively communicate these outputs to key stakeholders, including government agencies, businesses, and civil society actors, and migrants, the unit seeks a consultant to ensure that all materials are professionally presented, visually engaging, and consistent with IOM and donor branding guidelines.  
 
The total number of pages to be designed is estimated to range between 250 to 350 pages across all document-based outputs, in addition to graphics assets for the IEC materials. 
 
Organizational Department / Unit to which the Consultant is contributing

The consultant will contribute to the work of IOM Philippines’ Migration Management Unit and will report the to the designated focal points within the unit. The consultant’s services will support the design and dissemination of knowledge products and advocacy materials under the following projects:
  • LM0532 - Migration, Business and Human Rights Programme in Asia
  • PH10P0622/PX0606 - Implementing Responsible Recruitment Due Diligence in Global Supply Chains Phase III
  • PH10P0630/NC0206 - Translating Framework into Action: Empowering Migrant Communities of Origin Toward Climate Resilience

Responsibilities

Tasks to be performed under this contract

The consultant is expected to deliver final, print-ready or web-optimized versions of the following MMU materials, with improved design, consistent and clear layout, and appropriate visual elements across all pages. All outputs must be finalized in close coordination with IOM focal points and in full compliance with IOM’s Brand Style Guide of relevant donor branding requirements:

1.    First deliverable – Worker Interview Guide (approx. 20 pages) – final design due by 18 July 2025
2.    Second deliverable – Overseas Labour Market Situation Report (approx. 40 pages) –- final design due by 31 July 2025
3.    Third deliverable – Guidance on Community Engagement (approx. 50 pages) – final design due by 15 August 2025
4.    Fourth deliverable - IEC materials (varied formats such as flyers, posters, or banners) for community engagement (approx. 10 pages) – final design due by 22 August 2025
5.    Fifth deliverable – Tools for community engagement (approx. 25 pages) – final design due by 5 September 2025
6.    Sixth deliverable – Labour Migration Process and Risks Report (approx. 20 pages) – final design due by 20 September 2025
7.    Seventh deliverable – Employer Incentive Guide (approx.  50 pages) – final design due by 31 October
8.    Eight deliverable – Report on Civil Society Organizations in International Migration (approx. 80 pages) – final design due by 10 December

All deliverables must be submitted in both final (print-ready or digital) format and with editable source files. Delivery dates may be adjusted based on mutual agreement with IOM to accommodate project timelines or feedback and revision processes. 
 

Performance indicators for the evaluation of results

  • Required deliverables are submitted at the agreed-upon deadlines and revised promptly after receiving feedback
  • Submitted outputs have improved readability, visual coherence, and user engagement
  • Submitted outputs have incorporated visual elements necessary to present complex ideas and highlight key messages
  • Submitted outputs are error-free and consistent with IOM Brand Style Guide and donor branding requirements where applicable
  • Final files submitted are complete and properly organized for future updates
  • Maintained openness, proactiveness, and professional communication with IOM focal points throughout the consultancy contract

Qualifications

Education/ Experience and/or Skills 
  • Must have at least five (5) years of experience in providing design and layout services. 
  • Must have at least three (3) years of experience in providing layout services to research outputs or similar projects. 
  • Must have a track record of displaying excellent design and layout skills, as reflected in submitted portfolio and feedback from previous clients. 
Languages
  • English and Tagalog
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
 
Travel required
  • No travel is expected nor required for this position.
