INTRODUCTION TO GGGI

BACKGROUND INFORMATION
There is growing evidence that the present trend of methane emissions, if left unabated, would negate the progress being made to reduce CO2 emissions. In ASEAN, the dominant source of methane is the agricultural sector (44%), followed by waste (30%), fugitive emissions (12%), land-use change and forestry (8%), and other fuel combustion (6%). According to ASEAN Centre for Energy, the current challenges in ASEAN with respect to methane action include: (i) lack of a sound policy framework, (ii) low availability of equipment and trained personnel to track and measure methane emissions, (iii) non-existent incentives, (iv) high costs and low returns, and (v) the scarcity of knowledge transfer and capacity building programs.
To address these issues, the ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) project, funded by the ASEAN-Korea Cooperation Fund (AKCF) was launched. It is a three-year, USD 20 million initiative which focuses on delivering four outputs: 1) developing enabling policies and institutions; 2) improving the measurement of methane emissions; 3) designing, financing, and implementing methane reduction projects; and 4) promoting regional dialogue and partnerships.
In the Philippines, the Global Green Growth Institute has partnered and is collaborating with the Department of Environment and Natural Resources (DENR), Climate Change Commission (CCC), Department of Agriculture (DA), Department of Energy (DOE), and the Department of Science and Technology (DOST), for the implementation of the AKCMM project. These agencies comprise the core members of the Philippine Methane Reduction Committee (MRC), that that will lead the overall project direction, management and supervision with GGGI Philippines sits as Secretariat.

SCOPE OF WORK
The consultant will mainly work in the preparation of the methane reduction capacity needs assessment (CNA) of the members of the MRC and other relevant stakeholders targeted to be completed by December 2025. To achieve this, the consultant, in coordination with and through GGGI, shall facilitate and organize consultations, meetings and/or workshops (Activity 1.2) with the MRC and other relevant stakeholders. The CNA should include but not limited to the following:
- Analysis of existing institutional arrangement on methane emission reduction including current initiatives;
- Capacity gaps that need critical actions through short-, medium- and long-term interventions;
- Capacity development action plan to address capacity gaps that includes proposed activities, schedules, and resources required. Activities may include (i) training on accessing climate finance) including for project development, investment and financial structuring, carbon trading, sustainability bonds, etc. (ii) joint studies between Korean and the country’s universities/research institutes on methane emission measurement, (iii) participation in workshops/webinars, and (iv) visiting studies program/site visits;
- Monitoring, evaluation, and learning (MEL) strategies.
DETAILED TASKS
The Consultant’s primary responsibilities will include:
- Lead all activities related to the development of CNA including preparation and execution of a workplan for the same;
- Review and analysis of existing institutional arrangement on methane emission reduction including current initiatives;
- Facilitate and organize MRC meetings, workshops for the consultation, deliberation, and finalization of the CNA;
- Arrange and organize site visits with concerned government and non-government agencies, as necessary;
- Develop and maintain appropriate information repositories for data and analysis;
- Organizing meetings between GGGI staff and consultants with government officials and staff of implementing and executing agencies, and representatives of other key stakeholder groups, as needed or useful; and
- Perform other tasks that may be assigned by the GGGI Country Office.
OUTPUT / REPORTING REQUIREMENTS / RENUMERATION
The consultant will be guided by the Country Representative and supervised by the Project Manager. S/he will report regularly in person at GGGI PH office throughout the duration of the project. Remuneration will be based on the submitted and approved monthly timesheet. The capacity development action plan to be developed will be integrated into the MRP (Activity 1.3); hence the consultant will work together with the Climate Change Specialist who will develop the MRP (Activity 1.2 and 1.3) and shortlisting of methane reduction projects (Activity 3.1).
QUALIFICATIONS / EXPERIENCE / EXPERTISE
The Consultant is expected to possess the following qualifications:
- An advanced university degree (master’s degree or equivalent) in sustainable development, climate sciences, environmental management, environmental science, ecological engineering, forestry, or related areas;
- Minimum 7 years of proven experience in designing, implementing and managing capacity development activities and developing learning curriculum relevant to the assignment;
- Strong knowledge on GHG mitigation policies and plans such as Philippine Nationally Determined Contribution (NDC), NDC Implementation Plan (NDCIP);
- Strong analytical skills and experience in developing technical reports including undertaking research, primary and secondary data collection, analysis, and report writing especially in the area of climate change and GHG mitigation.
- Ability to work/deliver independently with minimal supervision;
- With established learning network among government, development organizations, private sector, civil society and academe;
- Good interpersonal skills, and ability to work collaboratively with colleagues from diverse cultural backgrounds;
- Very good communication skills and demonstrated ability to convey ideas and concepts to a broad set of participants; and
- Excellent English communication, writing skills, and proficiency in MS Office.
