1. Project Background
The Asian Infrastructure Investment Bank (AIIB or the Bank) is a multilateral development bank with a mission on Financing Infrastructure for Tomorrow. Reflecting its strong commitment to realize its mission, AIIB will further develop its operations and capacities in a strategic and targeted manner. As outlined in its Corporate Strategy 2030, AIIB will strengthen its technical capacity and partnerships to deliver quality projects supporting four thematic priorities: green infrastructure, connectivity and regional cooperation, technology-enabled infrastructure and private capital mobilization. AIIB will achieve this working in partnership. The Operational Partnership Department (OPD) is responsible for administering the Bank’s Special Fund resources including performing the role of Implementing Partner of selected partnership facilities, managing and coordinating the operational partnerships between AIIB and relevant multilateral organizations, fora and stakeholders, as well as managing the Bank’s engagement with regional co-ordination mechanisms, with the objective of building relationships that can mobilize additional effort and resources for AIIB’s investment operations. The Special Funds Team under the OPD is responsible for developing, managing, and administering the Bank’s internal special fund resources from donors and external partnership facilities, and ensuring its effective use and implementation to support the Bank’s investment operations.
2. Objectives of the Assignment
The OPD Special Funds Team is seeking a Partnership Consultant (the Consultant) to provide research, analytical, and operational support across its various workstreams, with a focus on support in drafting, reviewing of SF related policies and documentation to align with AIIB's internal legal framework.
3. Scope of Services
Under the overall supervision of a Senior Officer / Officer in the OPD Special Funds team, the Consultant will have the following responsibilities: • Provide research and analytical support in the administration of AIIB Special Funds and enhancing the effectiveness and efficiency of existing Special Funds. • Support the operations of the AIIB Special Funds, by supporting both OPD and investment operations teams of the latter to access Special Fund resources; including during the relevant application processes, and conducting quality control of grant proposals. • Support the reporting and monitoring of special fund operations and its utilization, including close coordination and collaboration with other functional departments within the Bank, including the Legal, Controllers, Budget, Treasury, Communications, to facilitate the implementation of special fund operations. • Support in drafting, reviewing of SF related policies and documentation to align with AIIB's internal legal framework. • Support for SF Data Management, IMIS workflows, etc. • Review and analysis of SF Data • Conduct any other tasks as required by the OPD’s Special Funds Team.

6. Support to the Consultant by the Bank
Documents and data will be made available to the consultant, as relevant. Relevant administrative support and office facilities at the Headquarter, as necessary.

Qualification Requirement
• Minimum bachelor’s degree in finance, business, economics, international relations, public policy, or related fields from a reputable university. • Minimum three (3) years of relevant working experience and demonstrated understanding of development finance and development issues, preferably in AIIB’s member countries. • Proven research and analytical skills, demonstrated by work experience, outputs, or academic training. • Effective interpersonal and organizational abilities. Ability to think independently while working under supervision. • Experience in working with MDBs, development finance institutions, UN agencies, consulting firms, think tanks, or research institutes would be advantageous. • Knowledge of international discussions on development finance, and/or certain infrastructure sectors/themes (e.g. climate finance) would be advantageous. • Excellent proficiency of professional writing and speaking of English. Should be comfortable to communicate and work in an international and culturally diverse environment.
