The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

Scope of work:

Under the supervision of the WPE Co, this position based in Aden – West Coast. This position will be responsible for the implementation, and quality of the Abyan WPE interventions in the Women and Girls Community Center (WGCC), mobile teams and Safe Spaces located in the Health Facilities and IDPs camps while working in close collaboration with the IRC team and WPE local partners in those governonates.

Job summary:

This position will supervise both prevention and response services . The role includes monitoring and supporting case workers to ensure the delivery of high-quality, professional case management services in the WGCC and mobile Safe Spaces. The staff member will also be responsible for strengthening collaboration with IRC’s Health Team and other sectors to enhance coordinated support.

In addition, the position will focus on improving GBV referral pathways and providing technical support within IRC's direct sites and partner-operated sites. The role also includes supervising and supporting psychosocial support (PSS) workers from partner organizations operating in these areas.

Working relations:

In this role, she will work directly with the Senior WPE Manager and the Field Coordinator. She will also collaborate indirectly with the Mental Health, Health, Child protection, Nutrition, environmental health and Partnerships teams, as well as with other sectors relevant to her work.

Main responsibilities:

  • Support the establishment of WGSS and identify safe spaces for PSS activities in communities, including those with migrants and IDPs.
  • Lead and supervise WGCC, WGSS, and mobile teams; provide technical support and on-the-job training to WPE social workers and PSS assistants.
  • Ensure quality case management in line with WPE standards; provide direct case management and PSS when needed.
  • Handle WPE data and reporting through INTEGRA, PRIMERO, and KOBO systems.
  • Prepare donor and authority reports and contribute to proposal development, spending, procurement, and work plans.
  • Coordinate and facilitate trainings for WPE staff, volunteers, and GBV actors; supervise implementation of WPE curriculum.
  • Conduct safety audits and assessments to identify and mitigate risks, especially in areas hosting migrants and IDPs.
  • Ensure timely procurement and efficient use of supplies for program activities.
  • Collaborate with GBVIMS team to develop outreach plans based on case trends and community needs.
  • Maintain positive relationships with GBV actors, CBOs, IRC sectors, and cluster partners.
  • Promote safe, inclusive programming and uphold IRC’s safeguarding and protection principles.
  • Raise awareness among communities, about feedback mechanisms and response processes.
  • Perform additional tasks or provide coverage as assigned by the supervisor.

Minimum Qualifications:

REQUIREMENTS: (Qualifications, Skills and Abilities):

A. Education:

  • Bachelor degree or equivalent experience in Protection.

B. Experience:

  • Extensive field experience in Yemen, particularly in West Coast areas, including work with migrants and IDPs.
  • Over four years of experience in protection and emergency response, with proven expertise in delivering GBV case management services aligned with WPE standards.
  • Strong command of the INTEGRA system for managing WPE grants and program requirements.
  • Skilled in drafting high-quality monthly, semi-annual, and annual reports for donors and authorities.
  • Experienced in developing reports, proposals, and annexes for program planning and donor engagement.
  • Proficient in Microsoft Excel, Word, and WPE-specific templates.
  • Solid working knowledge of English.
  • Familiar with GBVIMS and confidential data entry protocols.
  • Advanced user of Primero and Kobo for GBV data collection and analysis.
  • Strong background in coordinating and facilitating trainings and workshops.

C. Skills and Abilities:

  • Excellent knowledge of the working environment.
  • Flexible, and dealing under pressure. Knowledge of Microsoft word and excel.
  • Excellent knowledge in management and supervision of team.
  • Flexible, able to handle pressure well, and have strong communication skills with the team, in the community and targeted areas.

D. Proficiencies:

  • Understanding of gender-based violence, women’s protection, and empowerment in the context of Yemen.
  • Works well in and promotes teamwork, time work and comfortable in a multi-cultural environment,
  • Strong background and experience in referral mechanisms and dealing with GBV survivals.
