Overview & Responsibilities

The International Development Law Organization (IDLO) envisions the Rule of Law to accelerate progress towards peace and sustainable development in its Strategic Plan (2025-2028). Under the Access to Justice for Sustainable Development, IDLO is creating stable societies through support to state institutions to offer people-centred justice services approaches to improve satisfaction with the Gender-Based Violence response service provision, among other areas of focus.

The Uganda Police Force (UPF)  plays a critical role under the Directorate of Forensic Services in detecting, investigating and preventing crimes regarding highly specialized areas and provides analytical and testing services in chemical, biological, radiological, nuclear, cyber, ballistics, questioned documents and biometric identification among others in Uganda with Criminal Investigation Officers (CIDs) and the  Scene of Crime Officers being among the first contact persons with victims/survivors within the criminal justice system.  

Objective:

The main objective of the assignment is to develop a standardized  Curriculum, Training Manual, Facilitator`s Guide, and Procedure Manual of  Crime Scene Management Course for Directorate of Forensic Services to build capacity of criminal investigation officers, Scenes of Crime Officers, supervisors, trainers and trainees on scientific management of forensic services – scenes of crime management course and support victims of Sexual and Gender Based Violence (SGBV) to access justice in the Justice system of Uganda.

Specific Objectives

The specific Objectives include: 

  1. Conduct a field study that includes a literature review on existing materials on forensic services, collect data, and generate relevant information for the development of resource materials or tools.
  2. Identify the key individuals and institutions to be part of the consultations to develop the resource materials or tools.
  3. Analyze the data and content gathered from the field in line with the legal framework and formulate the development process of a standardized Forensic training manual and trainer`s guide for facilitating the training of the Uganda Police Force and other Actors in the Justice System.
  4. Develop a comprehensive standardized Forensic Training Curriculum, Manual, and Trainer`s Guide for building the capacity of Uganda Police Force and other actors in the justice system on the Crime Scene Management Course.

Job Requirements / Scope of Work:

Under the supervision of UPF and in close coordination with IDLO, the consultant will be responsible for undertaking the tasks necessary to develop a standardized  Curriculum, Training Manual, Facilitator`s Guide, and Procedure Manual of  Crime Scene Management Course for Directorate of Forensic Services to build capacity of criminal investigation officers, Scenes of Crime Officers, supervisors, trainers and trainees on scientific management of forensic services – scenes of crime management course and support victims to access justice in the Justice system of Uganda.

Deliverables:

The consultant is expected to deliver the following:

  1. An inception report; the inception report detailing the expected content and methodology of the facilitator’s guide and training manual development.
  2. Consolidated feedback on consultations with different stakeholders.
  3. A comprehensive report detailing the draft facilitator’s guide and training manual.
  4. Presentation of the report at the Stakeholders’ validation meeting.
  5. A final comprehensive facilitators guide and training manual.

Job Requirements

Academic qualifications:

  • PHD, Master’s (or equivalent) or higher Degree in Criminal Justice, Policing, Law, Human Rights, Gender, International Relations, or related field.

Experience:

  • Minimum of 8 years of relevant professional experience in developing curriculum, facilitator’s guides, and training manuals.
  • Experience in Gender programming, especially in the Ugandan justice system and development partners, would be an asset.
  • Experience in training members of the justice system, particularly police officers, would be an asset.
  • Previous security training, working with or for security forces/police, will be an added advantage.
  • Must have undergone security vetting or be ready to be vetted by security/ Police
  • Demonstrating consistency in upholding and promoting the values of IDLO (sustainability, people-centredness, gender equality, local ownership, human rights, transparency and accountability, partnership).
  • Ability to maintain confidentiality and a high degree of professionalism when dealing with sensitive information relating to scientific management of forensic services – scenes of crime management course and support victims to access justice in the Justice system of Uganda.
