WFP works in Honduras to foster and protect livelihoods and human capital, while addressing the root causes of hunger and poverty and addressing the basic needs of the most vulnerable populations in crisis situations in close collaboration with the Government and other partners in the country.
The WFP has been present in Honduras since 1970, reaching nearly 1.5 million beneficiaries annually. The WFP has a strong presence in the field, with offices and logistics structure in Tegucigalpa, Comayagua, Marcala, Santa Rosa de Copan, Choluteca, San Pedro Sula, La Ceiba, Gracias a Dios and Puerto Lempira.
The job holder will be working in the EPR team, under the supervision of the Head of Programme, receiving guidance and regular feedback on work performed. The job holder will act as activity manager for preparedness and anticipatory actions activity (CSP Activity 2), including leading WFP Honduras Emergency Preparedness and Response Package (EPRP) for 2025 Hurricane Season.
The job holder will advice the EPR team on strategies, early warning and analysis, response planning and implementation, preparedness, coordination, resourcing, documentation and cross-cutting commitments. This role involves coordinating with field offices and collaborating closely with WFP units and UN agencies, humanitarian partners, and other strategic stakeholders to ensure an effective and coordinated response to emergency situations.
The incumbent will have a strategic role of advising the HoP and EPR team on strategy preparation and the creation of linkages and integration between the different projects and programs under the EPR and Social Protection team, while ensuring the mainstreaming of protection, gender, inclusion and nutrition issues throughout the program cycle, and the strengthening of the linkage between Anticipatory Actions and Shock Responsive Social Protection. Furthermore, he/she will be leading the design/strengthening of emergency modalities and food baskets.
ACCOUNTABILITIES/RESPONSIBILITIES:
Support the coordination and implementation of the Emergency Preparedness and Response Package (EPRP) for WFP Honduras, including the design of a checklist/SOP for emergency response and the strengthening of emergency modalities and food baskets, in direct support to the EPR team.
Contribute to the preparation of emergency assessment capacities, contingency planning, stakeholders’ trainings, scenario building and Concept of Operations to ensure adequate operational readiness and where feasible, a transition plan for more sustainable emergency responses.
Establish a weather monitoring protocol for WFP Honduras and provide internally national and international early warning updates and recommendations in a timely manner, considering information from CENAOS, NOAA and other sources related specifically to hydro-meteorological events that may be forecast.
Contribute to the creation of a framework of reference for anticipatory actions and shock responsive reactive social protection for WFP Honduras.
Support the design and implementation of preparedness and anticipatory action plans for WFP Honduras, including a capacity strengthening strategy, budget management and cooperating partners management related to WFP Honduras CSP activity 2.
Contribute to cross-functional analysis, including in relation to humanitarian access, gender, protection, and context analysis, to inform emergency preparedness and response.
Support cross-functional and interagency coordination at the appropriate level and convene the counterparts from various technical/functional areas to ensure that emergency preparedness and response is delivered in a coherent, integrated and efficient manner.
Provide advice to the EPR team, HoP and management on the operationalization and integration of multi-dimensional approach to humanitarian access across the CO Concepts of Operations, Access strategies, workplans and, where possible, Country Strategic Plans.
Support in monitoring the emerging humanitarian and food security trends and potential socio-economic and political instability to identify risks and strategies for preparedness and risk reduction before crisis occurs.
Proactively provide inputs and support on mobilization of WFP resources and capabilities for an effective and sustainable emergency preparedness, response and anticipatory actions.
Support in the identification and leverage of technological tools and solutions to enhance emergency preparedness, response and anticipatory actions effectiveness and efficiency.
Support the dissemination and application of WFP’s emergency guidance and protocols.
Support in developing an EPR capacity diagnostic of the programme and SOs staff and preparing training sessions to strengthen the capacities of the CO around the EPR cycle.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Food Security, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
Has deepened technical knowledge through exposure to technical teams.
DESIRED SKILLS
Has taken leadership of designing and implementing programmes in the areas of emergency preparedness, response and anticipatory actions.
Has provided input into policy discussions and decisions.
Between three and four years of professional experience in emergency preparedness, response, and/or anticipatory actions in the humanitarian system.
A demonstrable track record of operationally preparing and responding to emergencies on behalf of a humanitarian organization.
Demonstrable experience of supporting governments to prepare for or respond to emergencies, including experience in capacity strengthening with government and partners, leading trainings and projects with counterparts.
Prior experience of working with the cluster system or interagency fora is desirable.
Knowledge of WFP assistance modalities and cooperating partners management processes are highly desirable.
Experience implementing protection, accountability to affected population and/or gender programming is desirable.
Excellent communication skills and ability to communicate complex data in a simple manner.
Conflict management in the personal and professional sphere.
Solid analytical, research, and problem-solving skills.
Effective and timely interaction with colleagues and concerned parties internally and externally.
Proactive, independent, with ability to plan and organize work, efficient in meeting commitments, meeting deadlines and achieving results.
Languages:
Fluency (level C) in Spanish language.
