Job Purpose:

Papua New Guinea is currently ranked 26th globally of the countries most at risk from disasters, according to the INFORM Risk Index. Prevalent hazards include earthquakes, cyclones, volcanic eruptions, flooding, landslides, coastal erosion, epidemics and droughts. It ranks 167 out of 185 countries assessed on its vulnerability to climate change and other global challenges in combination with its readiness to improve resilience based on the Notre Dame-Global Adaptation Index. While women and girls are more at risk in such situations, their unique needs are not sufficiently integrated into relevant policies on climate change, disaster risk reduction and preparedness, and there is a lack of institutionalisation of key standards.  

The Humanitarian Officer will be responsible for providing management and technical inputs to the planning, conceptualisation, implementation, monitoring and evaluation of humanitarian/emergency projects of UNFPA PNG. 

The Humanitarian Officer (HO) will maintain collaborative relationships with the implementing partners, key provincial/ district stakeholders, including NGOs and Churches, other UN agencies and other development organisations, the Disaster Management Team and Secretariat to facilitate the successful implementation of UNFPA humanitarian project(s). 

Working under the overall guidance from the UNFPA Country Representative, the HO IC will report directly to the Deputy Representative. The HO IC will work in close consultation with the Assistant Representative, SRHR Technical Specialist, RHCS Specialist, RHCS Analyst, GBV Technical Specialist, GBV in Emergencies focal point, M and E Specialist, Communications Team and the Operations Team.

 

You would be responsible for:

  • Coordinate the emergency response for UNFPA, and ensure timely, quality implementation of activities in close coordination with provincial and national disaster response actors, UN agencies, and civil society organisations.
  • Support the formulation of Work Plans for humanitarian response related Project(s), and those projects with humanitarian components, and their quality implementation. 
  • Facilitate the procurement and distribution of humanitarian supplies in coordination with the Procurement Associate and the Logistics focal person of UNFPA. 
  • Liaise with field humanitarian actors, including Government entities, faith-based organisations, and community leaders, to engage them in planning, monitoring, and reporting activities. 
  • Provide regular updates to UNFPA management on the progress of the project and take timely action/ receive support from management to ensure the timely delivery of project activities. 
  • Management support for the implementation of capacity building of stakeholders, including training on Minimum Initial Service Package (MISP/ CMR) and Cash and Voucher Assistance programming.  
  • Assist in preparing relevant advocacy materials and updates for stakeholders, partners and donors
  • Contribute to the development of CERF funding applications and other resource mobilisation efforts, in close coordination with UNFPA Management and Programme Managers.
  • Support the after-action review of humanitarian/emergency response support of UNFPA and assist in documenting knowledge about approaches and ongoing experience for lessons and best practices, and share with management.  
  • Work with UNFPA communications person to ensure visibility of results through consented photographs and pictures, and human interest stories to be used for IEC materials and advocacy, including infographics, brochures, leaflets, print-ready documents and audio-visuals. 
  • Any other relevant task assigned by the UNFPA Representative
     

Qualifications and Experience: 

Education:  

  • First degree qualifications in medicine, public health, social sciences, international relations or related field; 

Knowledge and Experience: 

  • At least three years relevant and progressively responsible work experience in humanitarian programme development and management; 
  • Experience in the implementation of Sexual Reproductive Health and Rights (SRHR) and Gender Based Violence programmes/ projects;  
  • Experience in areas of the Minimum Initial Service Package for Sexual and Reproductive Health in Crises, Clinical Management of Rape and Gender Based Violence in emergencies will be desirable;  
  • Strong analytical, coordination and organisation skills; 
  • Excellent communication and report writing skills in English, and computer skills 
  • Previous work experience within the United Nations in PNG would be an added advantage; and 
     

Languages: 

  • Fluency in English and Tok Pisin.
