The Position:

The Social norms and community mobilization Analyst post is located in Dongola, Sudan. S/he will work with the office staff, government, and implementing partners to plan, implement, and monitor Sexual and Reproductive Health and Rights and Gender-Based Violence programs, with a focus on addressing harmful social norms and involving communities throughout all phases of the programme cycle. The program analyst will contribute to the formulation, planning, and implementation of the UNFPA program, as well as joint programming initiatives and national development frameworks. S/he will be a key member of the Integrated Sexual Reproductive Health and Rights Program Unit as well as the Gender-Based Violence Unit and collaborate with the other program units (Gender, Population and Data, and Humanitarian) to ensure synergies among the units. S/he will work closely with program staff to ensure the completion of the UNFPA work plan andits implementation. The Social norms and community mobilization analyst will be under the technical supervision of the SRH Specialist and the GBV Specialist and report directly to the head of the office. The position will support implementation in 7 states namely which currently encompass the Northern State in addition to West, Central, East, South, and North Darfur States

Since mid-April 2023, the ongoing conflict, along with previous conflicts dating back to 2003, has led to Sudan becoming the world’s largest internal displacement crisis. Approximately 11.4 million people – or one in every five individuals in Sudan – are now displaced. This figure includes 8.6 million people displaced since mid-April 2023 and an additional 2.75 million people displaced prior to this date. Around 3 million people have fled to neighboring countries, including the Central African Republic, Chad, Egypt, Ethiopia, South Sudan and Uganda.

Job Purpose:

The Social Norms and Community Mobilization Analyst is based in a field office environment and plays a critical role in analyzing harmful social and gender norms that contribute to maternal and neonatal mortality, as well as gender-based violence (GBV). The incumbent will lead the planning, design, and implementation of community mobilization strategies aimed at increasing awareness, shifting behaviors, and enhancing access to and uptake of sexual and reproductive health (SRH) and GBV prevention and response services. S/he will provide technical guidance, support the development of work plans, and foster strong collaborative relationships with government counterparts, implementing partners, and civil society organizations. The role also entails identifying and addressing emerging issues, and effectively influencing a wide range of stakeholders to advance UNFPA’s mandate on gender equality, women’s empowerment, and the elimination of harmful practices.

The incumbent will support the implementation of UNFPA’s work plan across 7 states namely; which currently encompass the Northern State in addition to West, Central, East, South, and North Darfur States. The GBV Programme Analyst will work under the technical supervision of the Gender and GBV Specialist and report directly to the Head of the Sub-Office.

You would be responsible for:

  • Work with implementing partners to design, plan, implement, and monitor Program initiatives related to rights-based quality SRH service delivery, including adolescent and youth SRH, EmONC, family planning, sexually transmitted infections/ HIV and management of gender-based violence. In addition to providing technical support and capacity building when required to IPs.
  • Contribute to the implementation of effective knowledge management strategies, including the dissemination of national guidelines, protocols, and Information Education and Communication (IEC) materials for improved RH and family planning and GBV service delivery. 
  • Work with Country Office staff to apply UNFPA business processes for management of implementing partners working in SRH and GBV, including planning, monitoring, and reporting on programs and results.
  • Contributes to the technical review of laws, policies, strategies, and products on SRHR and GBV when UNFPA is involved. 
  • Identify and assess prevailing social, cultural, and gender norms that contribute to GBV and poor SRH outcomes.
  • Design context-specific strategies and community dialogues to challenge stigma, discrimination, and harmful practices such as early marriage, female genital mutilation, and denial of reproductive rights.
  • Develop and implement inclusive community mobilization plans that actively engage youth, women, men, religious leaders, and traditional authorities in promoting positive SRH and GBV behaviors
  • Support the establishment and strengthening of community-based structures (e.g. women's networks, youth clubs, community health committees) to foster ownership and sustainability of SRH and GBV interventions.
  • Collaborate with partners to design and roll out evidence-based BCC campaigns using appropriate media (radio, drama, IEC materials, etc.) to promote healthy SRH practices and zero tolerance for GBV, ensuring that messages are culturally sensitive, rights-based, and tailored to different population groups, especially adolescents and marginalized communities.
  • Work with service providers and community actors to improve the acceptability and accessibility of services by reducing stigma, improving confidentiality, building trust in the health system, and maintaining effective community feedback mechanisms.
  • Carry out any other duties as may be required by UNFPA leadership

Qualifications and Experience: 

Education:  

An advanced degree (minimum Master’s degree or equivalent) in Social Sciences, Anthropology, Sociology, Gender Studies, Public Health, or other related disciplines relevant to community engagement and social behavior change.

Knowledge and Experience: 

  • At least three years of progressively responsible professional experience in social norms programming, community mobilization, or related areas within gender equality, GBV prevention, or sexual and reproductive health.
  • Experience in the design, implementation, and monitoring of community-based initiatives focused on shifting harmful gender norms, promoting positive behaviors, and enhancing gender-transformative approaches.
  • Proven knowledge and practical experience in social norms theory, behavioral change frameworks, and participatory methodologies, Community Conversations, and Male Engagement strategies.
  • Demonstrated ability to work with civil society organizations, women-led groups, youth groups, traditional and religious leaders, and other community actors in humanitarian or development settings.
  • Experience in culturally sensitive and context-adapted programming with a deep understanding of intersectional vulnerabilities.
  • Strong track record of facilitating community dialogues, capacity-building efforts, and feedback mechanisms to ensure inclusive and sustainable change.
  • Familiarity with monitoring and evaluating social norms outcomes and using qualitative and quantitative data to inform programming.
  • Proficient in Microsoft Office Suite, particularly Excel, with the ability to organize, analyze, and visualize community-level data for reporting and learning purposes.

Languages: 

Fluency and Proficency in English and Arabic is required.
