Context

Sous la supervision générale du Chef de Mission de l’OIM Cameroun et la supervision directe du Chargé de Programme, le/la MEAL officer sera chargé(e) d’appuyer l’équipe programme du programme (RRR) dans la planification, le suivi, l’évaluation, la redevabilité et l’apprentissage, la liaison et le développement des projets au sein de la mission de l’OIM Cameroun.

Responsibilities

  • Monitoring & Evaluation Framework:
     Assist in coordinating the design and implementation of monitoring systems aligned with EU and project requirements, covering both individual and community reintegration outcomes.
  • Government & Institutional Capacity Building:
    Develop sustainable monitoring mechanisms in collaboration with government counterparts (e.g. Ministry of SMEs) and reinforce the Migration Research and Data Working Group as a national reference body.
  • Accountability & Learning:
    Set up community feedback systems and promote learning through regular reviews and integration of lessons into adaptive programming.
  • Data Quality & Synergies:
    Ensure accurate and reliable data collection and validation. Build operational linkages with DTM, MHAC, and ICRS units to harmonize data systems.
  • Research & Knowledge Generation:
    Support publication of studies, strengthen research partnerships, and contribute to narrative building around migration and reintegration.
  • Innovation & Digital Tools:
    Contribute to SharePoint development, and explore AI-driven solutions for data analysis and decision-making across the mission.
  • Reporting & Strategic Insights:
    Produce evidence-based reports and insights to inform decision-making, donor engagement, and policy influence.
  • Sustainability:
    Support institutionalization of MEAL systems to ensure long-term use and ownership by national actors.

Qualifications

Education
  • Master 2  (BAC+5) dans les domaines de la statistiques, de la planification, de l’économie, des sciences sociales ou dans tout autre domaine équivalent ou tout autre diplôme reconnu équivalent; Ou
  • Bachelor’s degree avec deux ans d’expérience professionnelle pertinente.

Experience
  • Expérience averée dans le developpement de projet et la mobilisation des ressources sur base factuelle, 
  • Expérience dans la création et la mise en œuvre des partenariats avec les autorités gouvernementales, les bailleurs de fonds, les institutions de données et de recherche, la société civile etc. ;
  • Expérience dans la collecte, le traitement et l’analyse des données statistiques avec KoboCollect, Excel, Power BI, SPSS et tout autre logiciel pertinent de traitement et d’analyse de données;
  • Experience dans la conception et la mise en place des systèmes de suivi evaluation; 
  • Expérience dans le suivi des indicateurs des projets liés à la migration;
  • Bonne connaissance de la gestion de projets axée sur les résultats / gestion du cycle de projet;
  • Fortes aptitudes démontrées sur les approches de responsabilité et redevabilité à l’endroit des personnes affectées;
  • Experience dans la conduite des consultations sur les questions liées à la recherche et aux données sur la migration et les secteurs connexes.  
Skills
  • Connaissance des questions de migration au Cameroun et en Afrique de l’Ouest et du Centre;
  • Bonne compétence en informatique, incluant la suite MS Office. Une connaissance des logiciels de traitement des données (SPSS, GIS…) serait un avantage;
  • Très bonne aptitude rédactionnelle et très bonnes compétences de révision;
  • Excellentes compétences organisationnelles, interpersonnelles et de communication;
  • Très bonne expérience avec le système des Nations Unies, l’Union Europenne, la Banque Africaine de developpement, la Banque Mondiale, souhaitable.
Languages
  • Pour tous les candidats, la maîtrise du Francais et/ou de l’anglais est requise (Oral et écrit).
