Nature of the consultancy: Full time consultancy to provide independent technical oversight and quality assurance of the construction and renovation works at the Fayoum Secondary School, ensuring compliance with design specifications, safety regulations, and the Ministry of Education and Technical Education (MOETE) standards for transforming Fayoum school into an Applied Technology School (ATS) model, equipping students with skills to thrive in the tourism sector both in Egypt and abroad.
Specifically, the consultant needs to:
- Ensure high standards of quality assurance in the execution and completion of work within the stipulated time period.
- Comprehensive supervision of construction work carried out by the construction contractor to ensure complete compliance with the drawings and technical specifications.
- Reports to PLAY II Project Manager on the financial and technical aspects of the project.

The Government of Egypt (GOE) has adopted an inclusive economic development strategy focused on creating employment opportunities in vulnerable communities, particularly those at risk of irregular migration such as Fayoum Governorate. These national efforts seek to reduce unemployment and enhance the labor market’s capacity to integrate new entrants, while addressing economic challenges that often drive irregular youth migration.
The Fayoum School Upgrade (FSU) project builds on and complement the “Providing Positive Life Alternatives to Egyptian Youth” PLAY II project which addresses irregular migration among Egyptian youth by providing positive alternatives to irregular movements through enhanced employment opportunities in the tourism sector. In line with Education Reform 2.0 and Egypt’s 2024–2030 strategy for technical and vocational education reform, PLAY II project focuses on upgrading and transitioning Fayoum Secondary School Hotel and Tourism Services to the Applied Technology School (ATS) model, equipping students with market relevant skills to thrive in the tourism sector both in Egypt and abroad.
The Fayoum School upgrade will be carried out through a series of activities including renovating the school infrastructure and upgrading selected areas and facilities for sustainable and efficient revenue generation.
Objective of the Assignment
The objective of this consultancy is to provide independent technical oversight and quality assurance of the construction and renovation works at the Fayoum Secondary School, ensuring compliance with design specifications, safety regulations, and the Ministry of Education and Technical Education (MOETE) standards for transforming Fayoum school into an Applied Technology School (ATS) model, equipping students with skills to thrive in the tourism sector both in Egypt and abroad.

- Comprehensive supervision of construction work carried out by the construction contractor to ensure complete compliance with the drawings and technical specifications.
- Reports to PLAY II Project Manager on the financial and technical aspects of the project.
Scope of Work
IOM is seeking to hire a national consultant/ engineer to oversee and monitor the execution of all construction activities (including renovations, upgrades and improvements) carried out by an external service provider at the Fayoum Secondary School Hotel and Tourism Services. The renovations are guided by the findings of a facility condition assessment and are aimed at aligning the school's infrastructure and facilities with the requirements of a newly developed competence-based curriculum and national education standards.
The renovations must also ensure compliance with safety regulations and the standards set by the MOETE, as a result, the consultant will be responsible for ensuring that all work is carried out in line with the project scope and timeline in addition to conducting the final quality check upon the completion of all the construction work performed by the external service provider. The assignment will be carried out under the overall supervision of PLAY II project manager.
Institutional Arrangement
Under the supervision of the PLAY II Project Manager, the consultant will be responsible for coordinating with MOETE, the construction service provider, school administration, and relevant partners. This includes organizing regular meetings, providing progress reports, obtaining necessary approvals, and ensuring certification of deliverables upon acceptance.
Labour Mobility and Human Development (LMD)

Responsibilities
- Meetings and coordination
- The consultant shall conduct initial meetings with the project team, facility assessment company team, construction company and other relevant stakeholders (national governmental institutions and relevant ministries) to understand the renovation/construction scope.
- The consultant shall work in close coordination with the construction service provider to designate a focal point responsible for facilitating progress monitoring and evaluating ongoing results.
- The consultant will meet regularly with the project team and provide ongoing progress updates at key stages throughout the project.
2. Construction Oversight/Monitoring
- Review renovation plan with the construction service provider and create a timeline of monitoring to match the implementation timelines.
- Draft detailed technical reports to support and streamline construction activities as needed.
- Verify the quality of materials, ensure compliance with the drawings and technical specifications and ensure that all construction/renovation work aligns with MOETE requirements to facilitate the transition to an Applied Technology School (ATS).
- Make all engineering decisions required for the successful and timely implementation of the construction service provider.
- Conduct regular site visits and progress assessments.
- Provide technical advice and recommendations to address any deviations or issues.
- Conduct a final quality inspection to certify completion in line with the contract.
3.Reporting and Documentation
- The consultant shall prepare and submit an inception report outlining the detailed work plan, methodology, and approach for conducting monitoring and oversight activities.
- The consultant shall submit periodic detailed site visit reports (e.g biweekly or monthly), including photographic documentation.
- Coordinate with the construction company, MOETE, and the school administration for the final inspection.
- Submit a detailed report of the final inspection conducted including a comparison between planned and delivered measures and against the baseline assessment findings.
- Final presentation and documentation of findings and recommendations.
- Submission of an inception report with detailed methodology, work plan, and timeline.
- Submission of a comprehensive final inspection report.
- Number of visits conducted during the construction/renovation period.
- Number of coordination meetings with stakeholders (IOM, MOETE, contractor, etc.)
Qualifications
- Bachelor's degree in civil engineering, Architecture, or related field.
- At least 7 years of experience in executing civil construction projects or infrastructure project management.
- Proven experience with educational or institutional facility construction is an asset.
- Strong analytical and reporting skills

The engineering consultant will be required to travel to Fayoum on a regular basis to inspect the site and work closely with IOM Project Manager during the implementation of the service. The travel cost should be at its own expense.
