What we do

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

Purpose

 

The Generalist Field Officer for the Middle Area supports the Field Team Leader of the area to identify needs and the corresponding response, follows up on the context and makes sure to develop and maintain a wide range of interlocutors in the Middle Governorate.

 

Relationships

 

  • Internally, interacts with colleagues in the sub-structure.
  • Externally, interacts with a network of local contacts, such as authorities, opposition leaders, non-State armed groups, the civilian population, international organizations and non-governmental organizations, and with International Red Cross and Red Crescent Movement partners.

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects, observes and implements staff regulations and security rules at all time
  • Acts as the focal point for the application of the security rules in the Middle Governorate
  • Represents the ICRC in a professional manner at all time
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

 

Accountabilities & Functional responsibilities

 

  • Works in tandem with the Field Team Leader.
  • Contributes to the analysis of the humanitarian and security context in the Middle area of the Gaza Strip (Middle Governorate).
  • Contributes to the identification of needs and possible responses, working towards protection outcomes and ensuring a transversal response where appropriate.
  • Acts as a focal point for the staff based in Deir Al Balah in terms of analysis of the humanitarian situation and security management.
  • Liaises with the assistance departments together with the Field Team Leader to share the analysis of the humanitarian needs and fosters discussions between assistance and protection to establish a transversal response.
  • Contributes to the consolidation and expansion of the SD’s network of interlocutors in the AoR such as local authorities and/or other stakeholders (e.g. non-governmental organizations) to foster ICRC activities, acceptance and security.
  • Seeks proactively opportunities for joint and/or complementary activities with other Movement components (PRCS and PNS).
  • Contributes to the sub-delegation's dialogue with its network of interlocutors (authorities, arms carriers, stakeholders, tribes, etc.) on protection concerns in accordance with the relevant strategies and objectives.
  • Reviews and updates regularly the interlocutors list for the relevant stakeholders in the Middle Governorate.
  • Contributes to internal reporting and carries out administrative follow-up of field missions.
  • Participates in internal and external meetings or briefing sessions on ICRC field activities.
  • May be in charge of additional tasks according to the SD’s needs.

 

Experience and Skills Required

 

  • Typically 4–6 years’ overall professional experience.
  • 3–4 years’ experience as a manager or programme officer in similar fields or other organizations or governmental structures, ideally including 2–3 years with the ICRC.
  • Excellent command (C1) written and spoken English.
  • University degree in relevant subject area.
  • Computer proficiency.
  • Strong reporting and writing skills.
