Commercial Contract - Finance Advisor

Overall purpose of the role: 
Over recent years DRC has moved into new business areas such as commercial contracts and fund management, these modalities bring different operational risks and requires the adoption of new procedures to be better suited to the specific needs of bidding for and delivering commercial contracts and funds.  A key area of adaptation has been in DRC’s approach to project financial management, driven by the need to accurately forecast, earn and track profit offered by these types of contracts. 

Responsibilities: 
R1. Financial management:

  • Ensure or QA correct set up of new contracts in Dynamics – Support - monitor
  • Provide support to compliance checks on financial management systems and procedures of downstream partners (e.g. core subcontractors and local implementing partners)
  • Review project invoices prepared by Project Manager to ensure accuracy and compliance before submission to client
  • Review Commercial Contract Internal Budgets against financial data in Dynamics and assess status of financial Key Performance Indicators to inform the resource committee
  • Work with relevant staff in DRC to develop relevant BI reports to enable monitoring of the commercial portfolio and Commercial Risk Contingency Fund
  • Support with commercial contract audits as required
  • Provide advice to the Head of Section on LE profit share proposals to ensure informed HQ approvals

R2. Business Development:

  • Support relevant LEs with the development and review of commercially viable and compliant financial proposals

R3. Policy guidance:

  • Support the maintenance and refinement of DRC’s Standard Operating Procedures (SOPs) for commercial contract delivery and financial management
  • Support the development and review of relevant DRC Dynamics user manuals related to commercial contract set-up, implementation and closedown
  • Support in developing Profit Policy

R4. Fund Management:
Support the monitoring of Fund Management cash flow to ensure compliant and timely donor inflows and grantee outflows
Help identify any existing challenges in Dynamics for the efficient management of fund management grants/contracts and work with relevant colleagues to develop solutions
Work with Business Process Owners to recommend relevant system changes needed for DRC Dynamics and advocate for their adoption by the governance board. 

Experience and technical competencies: 

  • Knowledge and capacity in financial process and procedures – preferably at an oversight level 
  • At least 5 years’ experience of working within the development/humanitarian sector preferably with service contracts 
  • Understanding of various contract modalities and donors that DRC works with
  • Good interpersonal and intercultural skills with the ability to work with and train people of different capacities and cultures. 
  • Proficient in spoken and written English and French
  • Experience working with commercial contracting in the humanitarian sector or private sector.
  • Experience of effective stakeholder engagement related to policy development.
  • Experience of ERP software preferably MS Dynamics 

Education:

  • Master’s degree in Economics, Financial Management, Business Management, or similar

Conditions:  

Contract duration:  The position is for a fixed term of 2 years as it will be paid for by profit from current contracts.  Salary and conditions will be in accordance with the Danish Refugee Council terms of employment for National staff/Expatriate staff. 
NB: This role is open to both Kenyan nationals and foreign nationals.
