Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into four main Divisions: (i) National Society Development and Coordination, (ii) Humanitarian Diplomacy and Digitalization, (iii) Management and Accountability and (iv) People and Strategy.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

The IFRC Country Delegation in Syria works in close partnership with the Syrian Arab Red Crescent (SARC) and coordinates with its membership and movement partners.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Important note:

This position is open for all nationalities, nationals and internationals.

The selected candidate will be contracted by the Syrian Arab Red Crescent and seconded to the International Federation of Red Cross and Red Crescent.

Job Purpose

MENA Regional Office, the Recovery Coordinator is responsible for supporting and coordinating IFRC’s recovery efforts in Syria, with a focus on early recovery planning and implementation in close collaboration with the Syrian Arab Red Crescent (SARC). The Recovery Coordinator will work to ensure that recovery interventions are community-driven, context-specific, and aligned with both the evolving humanitarian situation and the capacities of local and international stakeholders.

The position aims to strengthen disaster preparedness and response capacities through well-integrated recovery programming that contributes to a smooth transition from emergency response to early recovery, and eventually to longer-term resilience and development planning.

The Recovery coordinator will work closely with technical teams within the Syria Delegation, relevant departments at the MENA Regional Office, Movement partners, and external actors to ensure strategic coherence, operational quality, and accountability in recovery programming.

Job Duties and Responsibilities

  • Lead and support a robust response options analysis, in support of SARC, based on a series of agreed criteria (timeliness, preferences of affected population, value for money, etc.) to determine whether CVA remains the best modality for effective recovery and – where necessary – adopt a different mechanism or combination thereof.
  • Ensure that recovery interventions include clear sustainability, transition and exit strategies that enhance community ownership and resilience, and reduce future dependency.
  • Monitor the implementation of recovery components within Emergency Appeals, operational and Unified Plan, provide feedback and guidance to enhance quality and effectiveness.
  • Promote cross-sectoral collaboration and ensure recovery programming is well aligned with thematic priorities such as PGI, CEA, climate resilience, and DRR.
