Expert in Public Awareness and Crisis Communication

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters.

MSB is currently looking for 1-2 part-time experts in Public Awareness and Crisis Communication to a project in Albania. It is a bilateral capacity development project implemented by MSB (Swedish Civil Contingencies Agency) with financial support from Sida. The overall goal of the project is to enhance public awareness of disaster risks and household emergency preparedness in Albania, with specific goals to strengthened capacity of NCPA (Albanias National Civil protection Agency) to guide and coordinate disaster preparedness efforts in the country.

The project consists of three components, in which the expert in public awareness and crisis communication primary will work within component 1; Improved coherence and consistency of disaster preparedness efforts in Albania and its alignment with EU’s practices. Focus will be on creating an umbrella for public awareness and crisis communication actions in Albania, establishing standards and elaborating tools for planning, development, implementation and evaluation of the effects of various public awareness initiatives in the country. The project’s first five months inception phase is expected to review the activity plan as well as the interlinkages between the project’s activities. Some of the activities could be necessary to plan and implement in collaboration with other experts working with the other two components.

This is a homebased position with frequent travels toTirana, Albania. It’s a fixed-term position during the projects three years, preferably with a start in the last quarter of 2025. Approximately 80-160 working days over the project period of 3 years, depending on the number of experts recruited.

For this position it is required that you are resident in Sweden and obtain a Swedish work permit.

Denna komponent kommer fokusera på att skapa ett paraply för åtgärder inom public awareness och kriskommunikation i Albanien, fastställa standarder och utarbeta verktyg för planering, utveckling, implementering och utvärdering av effekterna av olika initiativ i landet. Projektets första fem månader inleds med en inception phase där aktivitetsplanen kommer granskas och vidareutvecklas. Några av aktiviteterna kan vara nödvändiga att planera och genomföra i samarbete med andra experter som arbetar med de andra två komponenterna.

Duties

The project is looking for a subject-matter expert in the area public awareness and crisis communication, who will be responsible for planning, implementation, facilitation and evaluation of the activities planned within component 1.
Examples of the activities to be carried out:

• Conduct stakeholder mapping in the area of public awareness (PA) and crisis communication (CC) in Albania.
• Elaborate suggestions on possible effectivization of division of roles and responsibilities in the area of PA and CC, and ways to ensure coverage of all target groups, with particular focus on at-risk groups of the society.
• Conduct training to share EU practices in the area of public awareness raising and crisis communication, including topics of gender sensitive and inclusive approaches and environmental perspectives.
• Workshops and advisory missions to support development of:
- The Strategy on PA and CC.
- Action plan for the Strategy implementation, with a particular emphasis on gender aspects and inclusiveness.
- Guidelines for planning and implementation of the public awareness activities on national, regional (prefecture) and local (municipalities and CSOs) levels.
- Tools for monitoring and evaluation of the public awareness activities.
• Other work assignments might be added.

Qualifications

Experience

• Minimum 3 years of working experience in the area of crisis communication, disaster risk management and/or experience with tasks and activities as listed above.
• Excellent report writing and presentation skills

Merits:

• Experience of work within the Swedish crisis management system
• Previous experience of work in international projects, preferably in the area of capacity building
• Previous experience of work in the Balkan region or other development context
• Good knowledge in the European Civil Protection Mechanism

Education

• University degree in public administration, disaster risk reduction, communication, social science or other related field.

Languages

• Fluency in English, oral and written, is required

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays monthly salary as well as a comprehensive allowances and benefits package to field staff on international operations. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
