Expert on Inter-Institutional Coordination
Introduction
The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters.
MSB is currently looking for 1-2 part-time experts in Inter-Institutional Coordination to a project in Albania. It is a bilateral capacity development project implemented by MSB (Swedish Civil Contingencies Agency) with financial support from Sida. The overall goal of the project is to enhance public awareness of disaster risks and household emergency preparedness in Albania, with specific goals to strengthened capacity of NCPA (Albania's National Civil protection Agency) to guide and coordinate disaster preparedness efforts in the country.
The project consists of three components, in which the experts in Inter-institutional Coordination primary will work within component 2; Enhanced inter-institutional cooperation between academia/education sector and other civil protection actors in the area of public awareness and community preparedness. Focus will be on effectiveness of disaster preparedness efforts is highly interlinked with coherence and consistency of the actions taken across the country. This could be reached through enhanced cooperation between various stakeholders active in this field, which is a core part of NCPA’s mandate. Particular emphasis will be made on building the bridge between NCPA and academia/education sector. The project’s first five months inception phase is expected to review the activity plan as well as the interlinkages between the project’s activities. Some of the activities could be necessary to plan and implement in collaboration with other experts working with the projects other two components.
This is a homebased position (in Sweden) with travels to Tirana, Albania. It’s a fixed-term position during the projects three years, preferably with a start in the last quarter of 2025. Approximately 80-160 working days over the projects period of 3 years, depending on the number of experts recruited.
For this position it is required that you are resident in Sweden and obtain a Swedish work permit.
This position is pending on Sida approval of MSB's application for funding.

The project is looking for a subject-matter expert in the area of inter-institutional coordination, who will be responsible for planning, implementation, facilitation and evaluation of the activities planned within the Component 2 of the project and other related activities.
Examples of the activities to be carried out:
• Contribute to the process of stakeholder mapping, review division of roles and responsibilities and main communication channels in the area of public awareness and crisis communication in Albania. Elaborate suggestions on possible effectivization
• Determine forums for mutual exchange among central institutions, regional & local level authorities, CSO:s, academia and other stakeholders in the area of public awareness and crisis communication.
• Elaborate a concept for the annual Conference on public awareness and crisis communication in Albania.
• Plan, organise and hold a Conference on public awareness and crisis communication in Albania.
• Desk study and workshop to map possible forms and mechanisms for integration of civil protection and education system.
• Other work assignments might be added.

Qualifications
Experience
• Minimum 3 years of working experience with tasks and activities as listed above
• Good knowledge in the European Civil Protection Mechanism
• Excellent report writing and presentation skills

• Experience of work within the Swedish crisis management system
• Previous experience of work in international projects, preferably in the area of capacity building
• Previous experience of work in the Balkan region or other development context

Contractual conditions
Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays monthly salary as well as a comprehensive allowances and benefits package to field staff on international operations. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
