Context

UN Women in Tunisia is currently focusing on three programmatic areas – Governance and Women’s Political Participation, Women’ Economic Empowerment and Women Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law.

UN Women Libya has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels. In addition, the programme is working to strengthen women’s political participation, ensure gender responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in the humanitarian consultations and processes.

Under the supervision of the Head of Programme, the Youth Officer will support the Programme Coordinators in the development and implementation of programmes on Women Peace and Security and Women’s Participation in Tunisia and Libya. The Youth Officer will be based in Tunis, Tunisia, and support to the Libya programmes will be conducted from Tunis.
The support will include providing technical support to the implementation of the UN Women Tunisia and Libya Cluster Office programmes, supporting the monitoring of progress against mutually agreed results frameworks and performance indicators, supporting the review and development of partnerships and resource mobilization strategies, and supporting knowledge management and capacity development efforts.

As part of the UNV assignment, the incumbent is expected to:

- Strengthen their knowledge and understanding of the concept of volunteerism.
- Enhanced understanding of UN Women’s program delivery (development and em-powerment of women in the Tunisian and Libyan context).
- Strengthened knowledge of UN Women’s triple mandate and programmatic policies and procedures.
- Increase their knowledge on Women Peace and Security and Women’s Political Par-ticipation policies and programming.
- Developed skills in resource mobilization, advocacy, knowledge sharing and capacity development.

Task description

Under the direct supervision of the Head of Programme, the UN Volunteer will undertake the following tasks:

1. Supports the programmatic development for UN Women Tunisia and Libya Cluster Office, based on the Strategic Notes, in the areas of Women, Peace and Security and Women’s Political Participation:
• Supports the development of UN Women Tunisia and Libya Cluster Office programmes and project initiatives.
• Supports the review of ongoing projects/ programmes, strategies and documents, workplans, case studies, and related knowledge products and publications.
• Assists in the preparation of donor proposals and reports.

2. Supports the technical support to the implementation of the UN Women Tunisia and Libya Cluster Office programmes on Women, Peace and Security and Women’s Political Participation:
• Contributes to the compliance of the UN Women Tunisia and Libya Cluster Office annual work plans with programme goals and results-based indicators.
• Assists in the alignment of programme/project budgets with logical framework matrices and work plans.
• Assists in programme quality control and identification of potential challenges.

3. Supports the monitoring and reporting for the UN Women Tunisia and Libya Cluster Office:
• Assists in the review of programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results.
• Assists in the monitoring of progress against mutually agreed-upon results frameworks and performance indicators.
• Assists in the gathering of information and preparation of reports on the progress of programme implementation for the UN Women Tunisia and Libya Cluster Office and donors' narrative reports.
4. Contributes to knowledge building:
• Assists in the identification and synthesis of good practices and lessons learned that are directly linked to the implementation of the programmes and contributes to their dissemination.
• Supports the development and implementation of communications and advocacy initiatives.
