Mission and objectives
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting huma0ne and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants
Context
IOM has been designated as the convenor for 2025 for Durable Solutions (DS) for internally displaced persons (IDPs) as per the United Nations Secretary General’s Action Agenda. This mandate allows IOM, and its partners, to actively get engaged and lead the discussions on DS in the pilot countries that are heavily impacted by internal displacement, among which is Ethiopia.
To effectively play this role, IOM is expected to coordinate and liaise closely with all stakeholders and, in particular, UNDP and UNHCR, the government of Ethiopia, both at federal and regional levels, UN Agencies, Ethiopia Human Rights Commission, among others.
IOM is also expected to participate in active resource mobilization and chair the IDSF at the global level for all pilot countries and agencies.
To effectively play this role, IOM is expected to coordinate and liaise closely with all stakeholders and, in particular, UNDP and UNHCR, the government of Ethiopia, both at federal and regional levels, UN Agencies, Ethiopia Human Rights Commission, among others.
IOM is also expected to participate in active resource mobilization and chair the IDSF at the global level for all pilot countries and agencies.
Task description
Under the direct supervision of the Project Manager, the UN Volunteer will undertake the following tasks:
1. Act as focal point for Durable Solutions (DS) Fund Secretariat functions, supporting IOM in its new role of convenor on DS in 2025 line with the new institutional arrangement of the UNSG Action Agenda on Internal Displacement, and setting up interagency coordination platforms for programming on internal displacement in Ethiopia (e.g., the Solutions Working Group).
2. Assist with programmatic strategy and ensure timely implementation of transition and recovery projects in coordination with project managers (PMs), regional Heads of sub-offices, other partner UN organizations (PUNOs), and the Resident Coordinator Office (RCO).
3. Monitor projects’ progress against strategic objectives and programme benchmarks. Prepare and submit all project reports in coordination with PMs, thematic focal points, PUNOs, RCO, and HQ.
4. Produce quality interim and final narrative and financial reports for donors, in cooperation with all relevant Units and stakeholders.
5. Identify programmatic areas and contribute to transition and recovery programming for sustainable development, based on solid results frameworks and emerging trends.
6. Collaborate with federal and regional government authorities. Increase the capacity of regional durable solutions working groups and local actors to develop DS interventions aligned with global standards.
7. Establish and maintain strong relationships with partners across Ethiopia, including UN Agencies, project consortium partners, humanitarian organizations, government, community interlocutors, and public/private sector partners. Provide strategic guidance on programming and resource mobilization.
8. Work with Heads of Sub-Offices and partner agencies for project implementation and undertake field missions as required.
9. Organize donor briefings and visits and oversee the production of visibility and resource mobilization materials in coordination with the Communications team.
10. Perform other duties as assigned or needed.
