Mission and objectives

The only tripartite U.N. agency, since 1919 the ILO brings together governments, employers and workers of 187 member States , to set labour standards, develop policies and devise programmes promoting decent work for all women and men.

Context

The ILO is part of the UN entities participating in the UNPRPD MPTF (Disability Fund) which is a unique partnership bringing together governments, organizations of persons with disabilities (OPDs), broader civil society and the UN to advance the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and disability inclusive Sustainable Development Goals (SDGs) at the country level around the world.

The component to be implemented by the ILO is the employment component, in which support from UNV is expected and which consists of the following outcomes:
• to promote inter-institutional measures to support businesses and public institutions in facilitating the hiring of persons with disabilities, in order to foster compliance with employment quotas and based on tested good practice models;
• to promote a plan to improve public employment services to increase access for persons with disabilities, with particular attention to women and marginalized groups.

Task description

Under the direct supervision of the Specialist in International Labour Standards at the ILO Office for the Andean Countries, the UN Volunteer will undertake the following tasks:

1. Review and analyse the country’s specific development plans and priorities, socioeconomic data, reports and other relevant information to contribute with the preparation of technical papers or provide technical advisory to ILO constituents and key stakeholders to promote the employment opportunities for persons with disabilities.
2. Design and support the implementation of a strategy for strengthen institutional framework and technical capacity of ILO constituents, public officers, and social partners regarding the technical issues.
3. Ensure the inclusion of gender equality and non-discrimination in all aspects of the initiatives included in the work plan.
4. Design a work plan for the UN project implementation.
5. Provide internal programming and reporting support in the promotion of employment opportunities for persons with disabilities.
6. Actively participate in the preparation of technical inputs for the relevant public institutions to update the public policies and institutional framework to reduce the access barriers for the persons with disabilities to the labour market.
7. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Undertake missions to project sites independently or accompanying others.
8. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters.
9. Support the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities related to the employment inclusion of persons with disabilities.
