Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). The Corporate Services team covers all traditional Corporate Services functions including the Human Resources (HR), Finance, Administration, Logistics, Information Technologies (IT), Legal Support and Security Support. All team members cooperate closely to provide efficient Corporate Services based on IFRC’s standards of quality, competitive cost and time criteria. All team members deliver efficient Corporate Services to various stakeholders at all levels in the Country Cluster Delegation (CCD) such as all programme teams, IFRC’s visitors, Partner National Societies (PNSs), National Societies (NSs) and country teams.
Job Purpose
The HR Officer works in close collaboration with the Corporate Services and Partnerships Coordinator to ensure that all HR needs of the Country Cluster Delegation (CCD) are fully met in accordance with IFRC policies and procedures.
Job Duties and Responsibilities
Recruitment
- Oversee recruitment processes for national/international staff, surge personnel, consultants and interns in line with key performance indicators and policy on gender and diversity.
- Tasks include job descriptions revision, classification, advertisement, interview preparation and attendance, cost estimation, screening, reference checks, recruitment reports, offers / contracts and internal approvals.
HR policies and compliance
- Support dissemination, training, and updates on staff regulations, salary scales, and HR policies.
- Stay up to date with local labour laws and HR best practices, including through liaison with the International Committee of the Red Cross (ICRC), the International Non-Governmental Organizations (INGOs) and the HR network.
- Promote and uphold IFRC integrity standards, including Code of Conduct (CoC), Prevention and Response to Sexual Exploitation and Abuse (PSEA), child protection and anti-harassment.
Staff insurance and wellbeing
- Benchmark health insurance and annual check-up providers and conduct bid-analysis.
- Monitor staff claims, maintain up-to-date registrations and respond to insurance queries.
- Promote staff wellbeing through access to health support, psychological and work-life balance tools.
Performance and development
- Monitor timely performance reviews through HR systems: probation, goal setting, quarterly check-ins, annual appraisals.
- Maintain training records and monitor completion of mandatory trainings.
- Support and facilitate HR related trainings.
HR administration
- Manage on-boarding: e-mail, ID, access cards, fingerprints, briefings, office assets, etc.
- Oversee exit process: certificates, debriefs, asset return, provident fund, etc.
- Maintain accurate staff records (Sharepoint and in D365), leave balances, welcome packs, contacts, organizational charts, etc.
- Prepare HR reports (incl. for Regional Office when needed).
- Support the Corporate Services and Partnerships Coordinator with managing grievances and disciplinary procedures, as requested.
- Organize team events (including year-end gathering, farewell, retreats, Red Cross Day, etc.).
Payroll and benefits
- Prepare and submit national staff payroll accurately and on time.
- Coordinate with HR service providers (Thailand, Viet Nam).
- Maintain benefits calculation in compliance with staff regulations, provide information on tax, provident fund and staff benefits.
- Support Personal Income Tax (PIT) declaration for foreign staff.
- Prepare cost of living survey as per staff regulations.
Liaison with Ministry of Foreign Affair (MoFA)
- Handle visa process for staff and visitors in accordance with the IFRC legal status agreement.
Security
- Support workplace safety compliance.
- Assist in medical evacuation/incident.
- Monitor Thai news for relevant updates.
- Organize security briefings for visitors when needed.

General responsibilities:
- Represent Country Cluster Delegation (CCD) HR and collaborate with the Asia Pacific Regional Office.
- Provide HR support to National Societies (NSs) upon request.
- Carry out other duties as assigned by the Corporate Services and Partnerships Coordinator.
Confidentiality
- Maintain strict confidentiality of all HR data and documents.
- Ensure proper filing and secure storage of confidential materials.
Education
Required
- University Degree in Human Resources Management, Management, Administration or Public Administration or equivalent.
Preferred
- HR Diploma or certification.
Experience
Required
- At least five years of HR experience.
Preferred
- Experience in conducting trainings and staff support.
- Experience with the Red Cross and Red Crescent Movement.

- Advanced skills in computers (Windows, word processing, spreadsheets).
- Able to work independently and as part of the team.
